**NATURE OF WORK**:
The Manager, Sport Facilities & Special Events is responsible for the leadership and oversight of the Sport Facilities & Special Events Branch within the Department of Recreation and Cultural Services. This role manages city-wide outcomes related to sport and recreation facilities, program and operational planning, development and management of partnerships, and support for major community bid events.
The position includes oversight of facility operations and service delivery, staffing and human resources, budgeting and financial management, contract and risk management, and stakeholder engagement. It requires coordination with internal departments and external organizations to ensure service alignment with community needs and corporate priorities.
This position also manages contractual arrangements related to stadium operations and its tenants and acts as a key contributor to departmental and city-wide projects and strategic initiatives.
**DUTIES AND RESPONSIBILITIES**:
Operational Planning Lead the development and implementation of branch operational plans aligned with City and departmental objectives. Contribute to long-term departmental planning and annual priority setting. Establish performance targets, service levels, and operational objectives. Develop and oversee implementation of policies, systems, and procedures. Conduct research to support innovation in program development and service delivery.
Financial Management Prepare and manage the branch’s operating budget. Monitor budget performance and develop proactive mitigation strategies as needed. Ensure forecasting and financial analysis are timely and accurate. Align financial practices with corporate standards and develop branch-specific financial protocols where required. Approve procurement processes and business case development.
Stakeholder Relationship Management Provide advice and insight to senior City leaders on sport facility and event operations. Meet with community representatives, partners, and stakeholders to manage partnerships, resolve issues, and plan programs. Address escalated service issues and complaints related to branch policies and services. Negotiate and manage all leases, licenses, agreements, and contracts related to branch operations, including those with other departments, government bodies, and external organizations.
Human Resource Leadership Develop and implement a comprehensive workforce plan, addressing staffing needs and competency development. Provide direct leadership, coaching, and mentorship to supervisors, coordinators, and staff. Facilitate all-staff meetings and ensure performance management processes are completed for all team members. Monitor workplace culture and employee productivity and intervene where needed. Lead labour relations matters specific to the branch, including participation in grievances and arbitrations. Ensure compliance with collective agreements and corporate HR practices.
Risk Management and Safety Develop, implement, and maintain branch-specific policies and procedures that support risk mitigation and regulatory compliance. Track and report on performance indicators. Proactively identify risks and lead service reviews to improve safety and effectiveness. Promote a safety-focused culture and lead branch compliance with the City’s Corporate Safety Program, including safety meetings and inspections.
Operational Accountability Evaluate and reallocate resources as needed to meet shifting priorities. Lead evaluation of programs and services to align with corporate strategies and customer service objectives. Assess facility infrastructure and make recommendations for improvements or changes.

**QUALIFICATIONS**:
Knowledge, Skills, and Abilities Strong understanding of municipal management practices including program delivery models, policy and planning development, budgeting, performance measurement, and human resources. In-depth knowledge of sport and recreation facilities, programming, partnership development, contract administration, and service standards. Understanding of broader City operations and the relationship of sport and recreation services within that context.
