**CNL Contracts Services Manager**

**Canadian Nuclear Laboratories Ltd.**

Nuclear Laboratory Partners of Canada Inc. (NLPC) intends to be awarded a contract (the “Contractor Contract”) from Atomic Energy of Canada Limited (AECL), pursuant to which it will acquire Canadian Nuclear Laboratories Ltd. (CNL) and oversee CNL’s performance of a contract (the CNL Agreement”) between AECL and CNL.

The Contracts Services Manager (CS Manager) will be initially employed by BWXT Government Group, Inc. (BWXT GG), NPLC’s largest share owner, but ultimately will be seconded to CNL as an Essential Personnel position under the CNL Agreement.

The CS Manager shall become knowledgeable of both the Contractor Contract and the CNL Agreement, and how they work in a complementary manner, shall safeguard company interests while meeting AECL objectives, and shall serve as point for all aspects affecting the status of the CNL Agreement including developing and negotiating contract modifications.

**Duties**

**Specific Duties**
- Manages all aspects affecting the “current” status of the CNL Agreement including justifying cost recovery and promptly identifying, raising and driving to resolution problems and issues.
- Manages all aspects affecting the “adjusted” status of the CNL Agreement including developing and negotiating contract modifications whether affecting scope, budget, fee, or other aspects.
- Manages all aspects of the secondment agreements between CNL and the NLPC consortium partners, including monitoring billings, co-ordination with the Director Interface Resources on reach-back engagement and identifying, raising and driving to resolution problems and issues.
- Provides support if required to the Director, Interface Resource, NLPC, in their preparation and implementation of the Performance Evaluation and Measurement Plan (PEMP) and the Contractor Management Fee Report.
- Staffs, manages and trains support staff to perform duties and to develop and enhance skills in sound contract and business decision making.
- Provides a clear focal point for all CNL Agreement-related communications between CNL and AECL, and for all secondment agreement-related communications between CNL and the NLPC consortium partners.
- As applies to all duties, provides management direction, communicates best contracting practices and philosophies, recommends negotiation techniques, and provides expert guidance and recommendations to the CNL executive staff on all business and policy matters pertaining to the CNL Agreement and the secondment agreements with NLPC partners, all of the foregoing in the best interests of CNL and NLPC.

**General Duties**:

- In performing all duties, ensure compliance with Canadian law, regulations, and other applicable requirements and with CNL business principles, policies and procedures (including obtaining necessary reviews and approvals).
- Develop and maintain current working knowledge and skills in Canadian government contracting rules and requirements
- Exhibit a professional and collaborative demeanor,
- Develop and maintain relationships with (i) CNL and NLPC executive management, board of managers, and employees, (ii) AECL local and headquarters personnel with cognizance over matters the CS Manager manages; (iv) community stakeholders; and (v) Canadian, provincial and other regulatory, executive and oversight officials.
- Support and meet all CNL safety, security, quality and other goals applicable to the workforce,
- Obtain and maintain the clearance necessary for the function and maintain confidentiality of Canadian government classified and sensitive unclassified information and NLPC and CNL privileged and company confidential information, and
- Ensure clear written and oral communication in performing all duties.
- Travel, as necessary, to effectively perform all duties.
- Closely coordinate with the CNL Legal Department in performing all duties.
- Such other duties as may be assigned.

**Qualifications**
- Demonstrated ability to meet the above job duties.
- A bachelor’s degree or advanced degree in a business or law discipline is preferred.
- 10+ years’ experience with contract negotiation and administration with each of Canadian experience and Government contract experience a plus.
- Previous direct management experience and demonstrated leadership.
- Experience working with AECL or other Canadian regulatory bodies is preferred.
- Strong working knowledge of Canadian contracting standards
- Ability to obtain and maintain a Canadian Security Clearance.
- Regular and reliable attendance at the CNL main campus with, as may be necessary, travel to other CNL site locations to attend meetings and support successful CNL performance.
