This position is eligible for our Hybrid Work Program.** **Posting ID**: 3896 **Department**: Public Works **Division**: Development Services **Pay Range**: $85,716 - $107,145 **Job Type**: Contract > 1 Year **Contract Duration**: 16 months **Hours of Work**: 35 hours per week **Work Location**: Halton Regional Centre, 1151 Bronte Road, Oakville **Employee Group**: OCT **Posting Date**:February 11, 2025 **Application Deadline**: February 21, 2025 **Please be advised that the results of this competition may be used to fill subsequent vacancies of the same position within the next 18 months.** **Job Summary**: The Regional Development Review (RDR) section’s role is to ensure that the Region’s interests in relation to land use planning and development matters are identified, protected and implemented through the land use planning framework in accordance with Regional policy and guidelines, while supporting local municipal land use planning and growth objectives. Regional responsibilities related to land use planning are set out in a Memorandum of Understanding with the local municipalities and conservation authorities and are as follows: regional infrastructure planning and growth management (allocation program); water and wastewater infrastructure servicing; regional transportation; regional waste management; sourcewater protection and other matters associated with a specific mandate prescribed by legislation; the provision/support for affordable and assisted housing; and, other Regional services that have a land component. The scope of matters managed through RDR include: - Development Review_ - Planning Policy_ - Municipally-initiated Official Plan and Zoning By-law amendments, including comprehensive/new Official Plan and Zoning By-laws; Secondary Plan and Tertiary Plan amendments, and other local land use planning related policy initiatives and studies. The section also reviews matters impacting land use planning from other levels of government, such as the Province, including changes to legislation and policy. **Duties & Responsibilities**: - Reviews implementing documents (such as OPAs and ZBAs) to ensure necessary provisions are included. - Facilitates meetings with regional, local municipal and agency staff, and other stakeholders including the public. - Assists with hiring, mentoring and leading interns and students. - Coordinates matters related to appeals to the Ontario Land Tribunal; ensures Regional interests are accounted for and addressed through the proceedings. - Assists the Manager with corporate, continuous improvement, or special projects as required. - Responds to public inquiries. - Performs other duties as assigned. **Skills & Qualifications**: **Essential**: - University Degree in urban and regional planning or a related field of study. - Minimum of three (3) years of progressive experience in land use (development review/policy) planning. - The ability to work in a fast-paced environment, meet tight deadlines and balance multiple priorities. - Excellent oral and written communication skills, project management and organization skills. - Customer service experience, conflict management skills and political acuity in order to provide helpful, timely and courteous responses to stakeholders. **Preferred**: - Experience at the local, regional or provincial level. - Membership or eligibility for membership in the Ontario Professional Planners Institute. - Knowledge of current analytical methods and trends in planning research and information management used in development and land use planning. **Working/ Employment Conditions**: **Working Conditions** - Travel will be required.
