**Responsibilities**:
**Position Overview**:
This position is responsible for leading and managing all core Human Resources functions across the organization. This includes, but is not limited to:

- Champion progressive HR practices that align with the County’s values & strategic goals
- Lead initiatives including recruitment, onboarding, and offboarding processes
- Conducting and analyzing exit surveys
- Performance management and employee discipline
- Training and staff development programs
- Promoting a safety-oriented culture and ensuring Health & Safety compliance
- Leading employee engagement initiatives
- Reviewing, developing, and administering HR policies and procedures
- Coordinating benefits administration in collaboration with the Finance Department
- Maintaining secure, confidential, and compliant employee records
- Ensuring ongoing compliance with all relevant employment legislation
- Collaborate with leadership to shape a culture of transparency, accountability and continuous improvement

**Advisory Responsibilities**:

- Provide strategic guidance to the Senior Leadership Team (SLT) on workforce planning, employee engagement, organizational development, and other key HR matters
- Advise managers and supervisors on recruitment, onboarding, performance management, discipline, employee morale, and health and safety
- Design and implement initiatives that foster a positive, inclusive, and high-performing workplace culture
- Develop and administer employee engagement surveys and cultural assessments; analyze results and present actionable recommendations to SLT
- Participate in collective bargaining processes and ensure effective administration and compliance with the Collective Agreement post-ratification
- Manage employee grievances and arbitration processes with a focus on proactive and collaborative resolution
- Support managers in conducting difficult conversations, including disciplinary meetings and terminations
- Conduct investigations related to workplace complaints and incidents, ensuring timely and fair resolution
- Oversee HR department staffing matters, including hiring, performance management, and termination, within the parameters of a partially unionized environment

**Qualifications**:

- Post-secondary diploma or degree in Human Resources, Public Administration, or a related field; a degree is considered an asset.
- Certified Human Resources Professional (CHRP) designation preferred.
- 3-5 years of progressive experience in human resources, ideally within a municipal or broader public sector environment.
- Strong knowledge of relevant Alberta legislation including Employment Standards Code, Human Rights Act, Occupational Health & Safety Act, and Access to Information Act and Protection of Privacy Act.
- Exceptional verbal and written communication skills, with a high degree of discretion and professionalism.
- Strong interpersonal skills with the ability to build collaborative relationships at all levels of the organization.
- Highly proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Experience with records management systems is an asset.
- Demonstrated ability in research, leadership, policy development, conflict resolution, and team collaboration.

**SALARY**

Compensation will be commensurate with experience and qualifications and will align with the County's established salary ranges. A comprehensive benefits package is also included.

Pay: $1.00-$1.01 per year
