Housing Manager

**Position Summary**

The Housing Manager is responsible for overseeing the planning, development, and maintenance of housing projects and public infrastructure for Esquimalt Nation. This role requires strong leadership skills, project management expertise, and a thorough understanding of housing policies and construction regulations. The Housing Manager ensures the efficient utilization of resources, timely completion of projects, and the provision of safe and sustainable housing. This position is a member of the Management Team.

**Primary Responsibilities**
- Operations and Maintenance_
- Oversees the day-to-day activities of the Housing and Public Works Departments;
- Supervises the Housing and Public Works team members;
- Monitors the performance of staff and ensures a healthy and safe work environment;
- Schedules and delegates day-to-day activities to the Housing and Public Works team;
- Oversees the Housing and Public Works staff who collectively oversee the Land Maintenance crew and Land Maintenance Service companies to provide ongoing landscaping, garbage/recycling programs, removal of house refuse, removal of derelict vehicles/boats, and overall housing maintenance services.
- Develop and implement strategic plans for housing projects and public works initiatives.
- Oversee feasibility studies and needs assessments to identify housing and infrastructure requirements.
- Collaborate with architects, engineers, contractors, and consultants to develop design plans and project specifications.
- Public Infrastructure Maintenance_
- Develop and implement maintenance plans for public infrastructure, such as roads, bridges, parks, and community buildings.
- Monitor the condition of infrastructure assets and prioritize repairs or upgrades based on their criticality and available resources.
- Coordinate with maintenance teams, contractors, and vendors to ensure timely and cost-effective infrastructure maintenance.
- Ensure compliance with safety standards and regulatory requirements for public facilities.
- Housing_
- Strategizes repairs/maintenance of pre-existing homes that align with housing budgets and internal policies;
- Collaborate with Pacifica Housing and/or property management staff to address tenant concerns, enforce lease agreements, and maintain positive tenant relations.
- Oversees Housing Coordinator and collaborates on housing related projects;
- Develops monthly update reports on arrears, maintenance, and other issues pertinent to housing;
- Drafts letters, memos, notices and other correspondence to members and internal staff;
- Assists the Housing Coordinator with complex client matters.
- Community/Government Engagement_
- Liaise with government agencies to foster partnerships and leverage resources.
- Participate in Community meetings related to housing and public works projects.
- Collaborate with internal teams to ensure alignment and coordination of efforts.
- Communicate effectively with Community Members, addressing inquiries, concerns, and providing updates on project progress.
- Policies, Processes, and Procedures:_
- Develops, implements, and evaluates culturally relevant and safe policies, processes, and procedures, including amendments as needed;
- Ensures financial management of programs and services including all financial accountabilities and funding requirement compliance;
- Proactively seeks out diverse funding sources to sustain the Housing & Public Works department, including grants and funding opportunities;
- Prepares and monitors work plans for self and direct reports, including reporting through regular and annual reports.
- Ensure programs and services are in compliance with legislation and organizational policy, processes, and procedures.
- Budgets/Funding_
- Prepare project budgets, schedules, and timelines, ensuring adherence to regulatory guidelines and funding requirements.
- Monitor project progress, budgets, and expenditures to ensure timely completion within allocated resources.
- Uses provided resources to source additional funding opportunities;
- Communicates in a timely and efficient fashion with members and the Executive Director of Lands & Natural Resources;
- Creates comprehensive budgets to present to the Financial Audit Committee;
- Ensures compliance with the Financial Administration Law (FAL);
- Tracks, monitors, and reports on assigned budgets.
- Management Team_
- As a member of the Management Team, serves as a role model of Esquimalt Nation’s core competencies and guiding principles.
