Job Summary

The Operations Head is responsible for the supervision, organization and direction of the Mechanical Operations and Mechanical Assistants teams. The Operations Head provides direction and support to ensure the employees are engaged in the safe, efficient operation and maintenance of UBC building mechanical systems and associated equipment which fall under the Power Engineer, Boiler, Pressure Vessel, and Refrigeration Safety Regulation (PEBPVRSR).

Organizational Status

Reports to the Operations Centre Manager and People and Process Manager of Mechanical Operations.

Work Performed

Provides overall supervision, organization, and work allocation of the Mechanical Operations staff engaged in the operation, maintenance and inspection of mechanical, heating/cooling, and related systems and equipment. Sets work priorities and organizes work force to meet target completion dates.

Oversees operational BMS alarm management and response, stop/start of equipment and systems to provide clearance for support crews, troubleshooting system/equipment malfunctions, resolving campus too hot/too cold space issues, and prioritizing critical system and equipment assessments.

Participates in the commissioning, training, and troubleshooting of new systems and equipment including all regulated equipment within UBC’s major research facilities.

Works closely with mechanical technical specialists and energy management teams on system design performance, and provides input for the development and implementation of new energy efficiency measures and guidelines. Ensures system/equipment sequence changes are captured and communicated to the Mechanical Operations team.

Ensures building mechanical systems/equipment assessments are completed; including critical steam boiler plants, chilled water systems, complex laboratory ventilation systems, compressors, fans, pumps, and all pressure vessels within UBC's research facilities.

Ensures all assets are operated and maintained safely and efficiently in compliance with the Power Engineer, Pressure Vessel and Refrigeration Safety Regulation (PEBPVRSR).

Ensures EMMS (Planon) preventative maintenance and reactive work orders are completed on schedule and efficiently as possible. Reviews resource planner ensuring teams are completing older work orders. Verifies timecard approvals and ensures they are filled out correctly.

Provides recommendations and solutions for system and equipment defects to the Operations Centre Manager. Participates in the planning and scheduling of preventative and predictive maintenance, as well as other forms of planned operations and maintenance while adhering to maintenance schedules.

Motivates employees and proactively initiates resolutions of any staffing issues that may arise. Openly encourages team members to voice their ideas and concerns. Utilizes strengths of team members to ensure optimal performance.

Works with the planning department to schedule, organize and delegate the planned work for the Sub-Heads and Operating Engineers.

Conducts and documents daily crew talks (kickoff meetings) to discuss daily tasks, procedures, safety items, as well as operational challenges and opportunities.

Reviews operational specifications, drawings, and maintenance manuals. Maintains the Microsoft Team’s Operations Centre Issues Log and BMS Issues Log.

Regularly reviews the Mechanical Operations schedule to ensure adequate workforce is maintained based on operational needs. Allocates the Relief Operating Engineers to the appropriate shift teams as needed.

Supports the decision making for Facilities Managers and Project Coordinators when initiating major or minor shutdowns to ensure mínimal impacts to clients and equipment.

Liaises and communicates with stakeholders to ensure an efficient delivery of service while actively soliciting ideas and opinions to assess services, solutions, or alternatives for continuous improvement.

Coordinates work with other support crews, university staff, contractors and suppliers as needed.

Maintains up-to-date service and maintenance instructions for mechanical equipment including appropriate records and documentation according to regulatory requirements.
