Responsible to the Director, Flight Dispatch, this position will be responsible for the safety and security within Flight Dispatch including Safety Management System, Training, Standards, Quality, Audit, Operations, Technical and Operational Planning as applicable. The incumbent will ensure that daily Flight Dispatch operational control effectively supports the objectives of the Department and Branch.
In conjunction with Canadian Aviation Regulations develop, implement, and improve efficient and safe Dispatch processes and procedures as it relates to the dynamic and integrated management of air traffic and airspace including air traffic services, airspace management and air traffic flow management.
**Responsibilities**
- Oversee the Flight Dispatch day-of flight operations as it relates to Air Traffic Control (ATC) or Company initiated Traffic Management Initiatives (TMIs), functional management of the Chief Network Management Dispatchers and Chief Flight Dispatcher, Safety and ATC.
- Optimize Flight Dispatch informational and technical platforms as they relate to Air Traffic Control, ensuring that safety standards are met and will be the departmental liaison with NavCanada and the FAA; and
- Represent Flight Dispatch in airspace renewal projects, airspace efficiency projects, Airport runway maintenance projects and technical advancement projects related to Air Navigation Service Providers. (ANSPs)
- Liaise with the NavCanada's Operational Managers across the country and from their Headquarters in Ottawa
- Develop and implement Air Canada's ATC day of management process to deliver the most cost-effective solutions while maintaining schedule integrity and optimizing commercial success
- On behalf of the Director, Flight Dispatch manages relations with NavCanada and the FAA Headquarters and the individual Flight Information Regions (FIRs) Management staff
- Manage day of duties of the Chief Network Management Dispatchers and functions of the Chief Flight Dispatcher, Safety and ATM as it relates to Air Traffic Control
- Provide leadership and safety oversight to ensure that Flight Dispatch is compliant with CARs regulations, whilst taking a leadership role in the promotion of safety and the aviation safety management system.
- Assist the Branch in any safety investigation as it relates to Air Traffic Control including policies and procedures
- Manage and ensure documentation is maintained for internal ATC procedures and policies.
- Manage processes needed for the overall management Air Canada's ATC TMI Management processes are established, implemented, and maintained
- Act as the point of contact for Air Canada's Capacity Purchase Agreement Carriers and maintain written documentation of policies and procedures as it relates to Air Traffic Control TMIs
- In association with the Director, Flight Dispatch, the Manager, Flight Dispatch Operations, the Manager, Flight Dispatch Quality and Training and the Manager, Flight Dispatch Standards and ensure that all hazards and deficiencies found through audits or other reports including FDRs and DSRs are risk assessed; hazards, incidents and findings are appropriately analyzed for root causes, and that remedial steps are developed and implemented and are evaluated for effectiveness
- Oversee vendors performance in providing software utilized by the Branch for TMIs
- Manage the performance of ATC TMI programs and reviewing them at planned intervals to ensure their continuing suitability, adequacy, and effectiveness. This review means assessing opportunities for improvement and the need for changes.
- Develop and manage an internal audit program to verify that effectiveness of policies and procedures conform to Air Canada's financial success and are in the best interests of the customer and corporation and is effectively implemented and maintained. Ensure that appropriate action is taken when this is not the case
- Oversee that all new staff are inducted into the requirements of their roles and responsibilities related to TMIs and providing update training as necessary
- Act as designate for the Director, Flight Dispatch and the Manager, Flight Dispatch Operations when they are out office or unavailable
**Qualifications**
- University entrance minimum, university or college diploma preferred.
- Excellent communication skills in both written and oral English at an advanced. Additional linguistic requirements Level 3 - Bilingual (ideal)
- Ability to use MS Word, Excel, electronic mail efficiently.
- Proven leadership skills
- At least 5 years with an Air Navigation Service Provider in a Management role with experience as it relates to the dynamic and integrated management of air traffic and airspace including air traffi
