**Our Parks & Environment Department is seeking a Permitting Specialist who will coordinate activities related to liquid waste and other regulatory bylaws; process and administer complex liquid waste permits; process other environmental permits; and is interested in continually improving divisional business processes.**

**You are: a seasoned environmental regulatory compliance officer or specialist with experience in permitting and enforcement, tracking down unauthorized discharges, and inspecting facilities and leading investigations.**

**This role**:

- Coordinates the activities related to complex senior technical permitting, enforcement and inspection work; negotiates permit standards, keeping superiors apprised of those of major complexity and sensitivity; and develops standards for approval of senior staff.
- Reviews permit holders’ pollution control and monitoring actions, measures, and reports, to ensure compliance with permit standards, monitoring and reporting requirements; drafts letters requiring equipment repair, replacement or shut down; coordinates related compliance problem-solving technical committees.
- Develops and recommends new or revised pollution evidence collection plans and enforcement strategies, upon approval implements and monitors effectiveness of same.
- Establishes and maintains liaison and effective working relationships with a wide variety of consultants, representatives of industrial plants and/or operations, and internal and external contacts related to the work performed.
- Prepares and maintains records, files, reports, evidence, and correspondence related to the work performed.
- Performs work of a Permitting and Enforcement Officer as workload of department requires.
- Performs other related duties as required.

**To be successful, you have**:

- Completion of a diploma from a recognized Institute of Technology with emphasis on chemistry and pollution control; considerable related experience as a Permitting and Enforcement Officer; or an equivalent combination of training and experience.
- Thorough knowledge of legislation and regulatory practices, procedures and methods related to the work performed.
- Thorough knowledge of modern pollution control and prevention methods and equipment.
- Sound knowledge of modern sewer discharge control and prevention methods and equipment, and of solid waste management methods.
- Ability to establish and maintain effective working relationships with a wide variety of internal and external contacts related to the work performed.
- Ability to recommend and negotiate pollution limitations that meet legislative requirements and balance the needs of stakeholders with conflicting interests.
- Ability to conduct and coordinate permitting, inspection and enforcement activities related to the work performed.
- Ability to develop, recommend and implement new or revised procedures related to specific permits, prepare draft orders for the review of senior staff, and present evidence in court.
- Ability to develop and maintain computerized files and procedures related to the work and to prepare routine and non-routine reports.
- Valid Driver's Licence for B.C.
