**Role Summary and Purpose**

The Pre-Construction Project Manager assists the development team by assisting the VP of Development and construction with constructability, site logistics and estimating/budget-related duties during the pre-construction phase. Ensuring accurate project documentation, cost analysis, and effective communication with all stakeholders from City Planners, and hired consultants. This role supports the departments ability to support projects between the planning process and construction ready state.

**Planning Responsibilities**:
**Estimate Preparation**:

- Develop class C cost estimates for construction projects based on project plans, specifications, and scope of work.
- Analyze project requirements and identify cost-effective options and solutions to meet Old Oak’s needs. Develop project first round schedules that incorporate historic data and lessons learned from prior projects.
- Utilize collected data to refine high-rise construction schedules.

**Bid Coordination**:

- Prepare and procure early estimates/bids for upcoming projects.
- Collaborate with subcontractors and suppliers to obtain accurate pricing and ensure comprehensive bid packages.
- Engage in Value Engineering to ensure that projects are built in efficient and economical ways.

**Cost Analysis**:

- Conduct thorough cost analysis and risk assessments to assist in determining project feasibility.
- Evaluate historical data and trends to improve the accuracy of future estimates.
- Provide insights and actionable recommendations to senior leadership to optimize resource allocation, timelines, and budgets.

**Project Documentation**:

- Create project documentation, including but not limited to:

- Quantity surveys (material take-offs)
- Job cost estimates/budgets
- Site logistic planning
- Scopes of work
- Specifications
- Addendums
- Tender notices
- Cost comparisons
- Letters of intent
- Shop drawing review and approvals
- Maintain detailed records of all estimates, bids, and project documentation.
- Ensure all documentation complies with company standards and client requirements.
- Maintain current and accurate electronic project documents.
- Maintain current and accurate electronic supplier and vendor registry.

**Collaboration**:

- Work closely with ownership, senior management, project managers, architects, and engineers to develop accurate project plans and budgets.
- Facilitate the exchange of information between staff, subcontractors, consultants, vendors, and regulatory authorities in a professional, concise, and timely fashion.
- Communicate effectively with all stakeholders to ensure project alignment and address any discrepancies.
- Participate in meetings as required.

**Value Engineering**:

- Identify opportunities for cost savings and value engineering to optimize project budgets.
- Recommend alternative materials and construction methods to enhance project efficiency and cost.

**Continuous Improvement**:

- Stay updated with industry trends, best practices, and emerging technologies in construction estimating.
- Participate in professional development activities and training programs to enhance skills and knowledge.
- Perform analysis and make recommendations for cost-saving opportunities and procedural improvements.
- Work closely with the corporate services team to align construction data analytics with company goals and high-rise project delivery requirements.
- Identify scope gaps and recommend solutions to the Director of Development and Construction.

**Secondary Responsibilities**:

- Attend meetings with regulatory authorities and stakeholders as needed.
- Visit City Hall or other regulatory offices as required.
- Perform additional duties as assigned.

**Qualifications**
- Diploma/Certificate in Construction Management, Urban Planning, Architecture, or a related field is an asset but not mandatory.
- Minimum of 5 years of experience in the construction industry, preferably in an estimating role and scheduling focused on pre-construction.
- Proficient in construction terminology, blueprint reading, and estimating software (e.g., Bluebeam, ProEst, Yardi CM Estimating). Focus on AI systems is of strong benefit.
- Strong understanding of construction methods, materials, and costs.
- Professional and ethical interpersonal skills, with the ability to resolve conflicts, and excellent verbal and written communication skills.
