Under the direction of the Superintendent of Uniform Operations, the Director of 9-1-1 Communications Centre is responsible for the strategic leadership, management and operations of the Winnipeg Police Service Communications Centre, overseeing efficient and effective handling of emergency and non
- emergency calls, dispatching units, and management of communication tools such as radios, Centrex, VoIP and mobile phones.
The Director ensures the Centre adheres to high standards of service delivery, while also preparing for future challenges and growth. This involves balancing operational needs, resource planning, technology integration, risk management and interagency cooperation to achieve long-term success.
The Director fosters a culture of high morale, well-being, teamwork and sustained high performance among staff.
**As the Director of 911 Communications Centre you will**:
- Provide leadership and management, guide teams to achieve organizational goals and maintain performance standards.
- Oversee strategic planning and development processes.
- Provide operational oversight and ensure effective execution of daily activities.
- Prepare and manage the budget, including procurement of equipment and staffing needs.
**Your education and qualifications include**:
- Bachelor’s Degree in Criminology, Business Administration or Public Administration, or equivalent combination of education and experience**.**:
- Minimum of 6 years of experience in emergency services, law enforcement or a public safety communication environment, with at least 2 years in a supervisory or managerial role OR; A minimum of 6 years of progressive leadership experience, including; managing teams, driving strategic initiatives, overseeing operations or functions and delivering measurable results.
- Experience in emergency services, law enforcement or a public safety communication environment is considered an asset.
- Thorough knowledge of communication technologies (e.g. CAD systems, radio systems, telephone communication systems including cellular, GIS, etc.)
- Thorough understanding of communications protocols, dispatch systems and emergency response procedures.
- Ability to adapt to changes in technology, community needs and protocols.
- Proven ability to lead, inspire, and manage a diverse team in a high-pressure or fast paced environment.
- Ability to manage and work in a unionized environment with a thorough knowledge of the CBA provisions.
- Skilled in performance assessment, training and implementing strategies to maintain high levels of morale and performance.
- Strong ability to develop and implement strategic plans for team performance, resource allocation and system improvement.
- Ability to manage budgets, forecast resource needs and ensure cost-effective operations.
- Strong decision-making skills and the ability to stay calm and composed under pressure.
- Exceptional verbal and written communication skills, with the ability to communicate effectively in both routine and high-stress situations.
- Strong conflict management skills and the ability to foster open, transparent communication within the team and across the Service.
- Strong interpersonal skills to build relationships with staff, external stakeholders and public.
- Ability to analyze operational challenges or problems and implement practical, effective solutions.
- Ability to review and analyze operational data, identify trends, produce reports and make data-driven decisions.
- Ability to identify areas for improvement and lead change management initiatives.
- Ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with members at all levels in a team environment.
**If you are not submitting proof of Grade 12 completed within Canada, we require you to submit proof of a full-time, two-year post-secondary program completed in Canada.**
**Minimum requirements**:
- Canadian Citizen or Permanent Resident
- Minimum 18 years of age
- No involvement in any criminal activity within the last two years (including illegal drugs)
- No criminal record for which a Pardon has not been granted
**Conditions of employment**:
- Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
- Ability to obtain and maintain National Emergency Number Association (NENA) Certification
