Electrical/instrumentation (Ei) - Traffic Signals

**Position Overview**:
The position installs, removes, troubleshoots and maintains all components of signalized intersections. This includes electrical systems and microprocessor-based controllers including relays, wiring, conflict monitors, signal cables, poles, communication modules, underground conduits and vehicles detectors. The position creates and maintains in-house traffic signal timing plans. The position works to analyze and repair signalized intersections promptly in the case of knockdowns, outages or system faults. This position is supervised by the Capital Projects Manager or designate.
**Principle Duties & Responsibilities**:
- Collects and maintains data for Signalized Intersections within the City of Prince Albert GIS System.
- Uses programs such as Synchro and SimTraffic to optimize traffic signal timing plans.
- Installs, removes, maintains and repairs traffic signal control equipment and systems.
- Installs, maintains, and removes all traffic signals, traffic poles and any other associated equipment.
- Installs, maintains, repairs and/or removes all traffic signal underground infrastructure including concrete piles, rebar cages, conduit, cable, pull boxes, and vehicle detection.
- Coordination of local contractors, City crews or Crowns to complete tasks related to signalization projects such as directional drilling, concrete supply, survey layout, hydrovac excavation or planning power to traffic signal infrastructure.
- Provides analysis of post-construction activities including, but not limited to: final quantity calculations, payment certificates, and cost analysis for construction tender estimates.
- Monitors traffic operations and programs signal control phasing as required.
- Maintains purchasing of all traffic signal equipment, prepares requisitions and submits to Out of Scope Manager for approval, ensures all purchased items are received, and maintains maintenance records of all signals.
- Responsible for organizing, collecting, processing and interpreting traffic statistics and maintaining the equipment used to collect this data.
- Ensure all traffic signals are installed, repaired and maintained in accordance to the MUTCD (Manual of Uniform Traffic Control Devices), IMSA (International Municipal Signal Association), and CEC (Canadian Electrical Code) specifications.
- Organize on-site meetings with local utility companies prior to construction and maintenance procedures to ensure a safe work environment
- Maintains and repairs various electrical and electronic equipment, including performing these duties at various heights using an aerial bucket, ladder or platform.
- Responds to and resolves emergency maintenance issues regarding faulty signal operations.
- Sizes and installs electrical circuits including panels, disconnects, fuses, breakers, wire size and type, conduit, protective devices, switches, receptacles, and related equipment needed to comply with the CEC (Canadian Electrical Code) and/or NEC (National Electric Code).
- Designs, prepares, and maintains wiring diagrams and builds electrical systems as required using varying feeder voltages / locations / method of utilization (Overhead or Underground Service).
- Uses electrical systems to satisfy electrical requirements to install traffic signals at intersections and ensures CEC and local SaskPower/TSASK CEC interpretations (Supplementary Electrical Code delegated by SaskPower / TSASK Authority) are met.
- Troubleshoots and isolates faults in electrical and electronic systems and removes and replaces faulty components.
- Installs, maintains and repairs electrical distribution systems up to 600 volts. Which provides power to all Traffic Signal intersections and receives incoming electrical feed from SaskPower.
- Inspects work being performed by Traffic Signal Technicians with restricted journeyman licenses, will need to ensure that work is completed in accordance to the CEC and signs off on their work before a permit is pulled from TSASK.
- Uses, and ensures adherence to proper work procedures, safety standards, construction standards and other specifications.
- Performs other related duties as assigned.
**Required Qualifications**:
- Possession of an Interprovincial Red Seal Journeyperson dual Instrumentation/Electrician
Certificate or equivalent combination of education and experience.
- Possession of a Saskatchewan Unrestricted Journeyperson Electrical License
- Electrical license is tied to the City of Prince Albert as an Electrical Contractor, thus is required
to have ability to assess and sign off on work in accordance to the CEC (Canadian Electrical
Code)
- Possession of a valid Saskatchewan Class 5 Driver’s License
- Current drivers abstract from SGI demonstrating a safe driving record
- Possession or ability to complete Electrical Safety: Arc Flash & Shock program based on the Canadian Standards Association
