**Job Summary**:
The Parks and Recreation (P&R) division provides exceptional services that are key contributors to the quality of life of all Torontonians. The Parks Standards & Innovation unit supports the Parks Branch by leading the development and implementation of new and improved standards, programs, policies and training.

Reporting to the Manager Standards & Innovation, the Consultant Training & Development will lead the Parks training team, consisting of two Parks Trainers and a Program Standards & Development Officer, and will be accountable for the Parks training program. The training team develops, adapts, and delivers a range of job-specific training in a variety of formats ranging from hands-on field-based equipment training, to instructor-led classroom and virtual sessions, and asynchronous online learning.

The Consultant will use their expertise in operational training design, development & delivery to evaluate, continuously improve and sustain a broad training program which includes:

- annual orientation & employee onboarding
- vehicle & equipment training
- employee handbooks
- leadership development training (Leadhand, Foreperson & Supervisor onboarding)
- web-based and mobile digital system training (asset inspection, data collection, etc.)
- horticulture & turf program training
- traffic control awareness training
- third-party training (e.g. chainsaw training)

**Major Responsibilities**:
**Leadership & Supervision**
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation.
- Sets expectations for performance and supports staff's development efforts through coaching and by example in conduct, work ethic, integrity and character and alignment with Toronto Public Service mission and values.
- Models leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate and tone; creates and maintains a positive and professional learning environment.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the _Ontario Occupational Health and Safety Act (OHSA)_, other relevant codes and regulations and City policies.

**Program Coordination & Administration**
- Supports the Manager in creating and implementing a multi-year staff training plan for all branch staff positions.
- Ensures all training provided to Parks staff is documented in the City's online learning inventory, ELI, carries out the maintenance of training records for branch staff and provides the Manager with regular updates.
- Provides leadership by coordinating and facilitating management level strategic planning meetings for committees and workgroups; meets with management to develop structure and process to ensure meeting objectives are met.
- Compiles information, prepares statistical reports and other confidential material.
- Coordinates the biannual review of employee manuals including information collection, validation, editing, proofing and publication.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Monitors vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorizes payment to vendors within delegated signing authority.
- Coordinates with People & Equity regarding training relating to Occupational Health & Safety and Organizational Development and Learning.
- Develops and implements project plans for complex training projects, manages schedules, ensures contingencies, identifies problems and takes action.

**Training Development**
- Works proactively with the management team, internal and external resources to assess and identify skills gaps, root causes of performance issues, training and development needs and to resolve performance gaps where training is an appropriate action/response.
- Creates branch-wide, district and local learning content for a variety of delivery methods including instructor led classroom training, eLearning (using Adobe Captivate), multimedia programs, virtual instructor-led training
