Reporting to the Licensing Coordinator, the Policy Analyst is responsible for conducting research and analysis to support the development, evaluation, and enhancement of municipal by-laws, policies, and regulatory frameworks related to Short-Term Rental Accommodations (STRAs).

This position plays a key role in supporting compliance and enforcement strategies by assessing current regulations and recommending updates to ensure they align with community needs, legal standards, and operational realities.

The Policy Analyst will lead the review of the Community Safety Business Licensing by-law, with a focus on STRAs. This includes engaging with stakeholders, examining existing practices, and mapping current and future needs, requirements, and processes to improve the administration of the by-law and related policies.

**As the Policy Analyst, your duties will include**:

- Research, analyze and evaluate current by-laws associated with STRAs and identify potential gaps and changes to better support the STRA program.
- Engage with business partners through dialogue and analysis to identify solutions to the various bylaw related to STRAs.
- Coordinates and/or facilitate operational changes to licensing enforcement standards, systems or processes. Coordinate and develop an evaluation and performance measurement framework for the STRA program.

**Your education and qualifications include**:

- Bachelor’s Degree in a management, business policy or equivalent education and experience.

The following Designations, Licenses, Certificates, etc. would be considered an asset:

- Certified Business Analyst Professional (CBAP).
- Professional in Business Analysis (PMI-PBA)
- 2 years of experience performing requirements analysis, business/policy process change and organization changes
- Experience working with stakeholders to identify business needs and objectives
- Experience in business analysis involving business, process, system changes/policy changes
- Strong knowledge of municipal by-law processes.
- Strong knowledge of business analysis principles and best practices
- Expertise in analyzing and assessing the organizational impacts of change
- Ability to rapidly acquire new knowledge
- Ability to focus on the crux of issues and identify high leverage intervention points and strategies
- Strong interpersonal skills and verbal communication skills with ability to engage and influence partners to achieve target outcomes
- Ability to lead/ facilitate meetings to elicit requirements, design solutions, and achieve alignment
- Ability to create reports and make recommendations supported by strong logic and a compelling business case
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public, in accordance with the Respectful Workplace Policy.

Strong written communication and documentation skills with ability to produce clear and concise business and process requirements and functional specifications
