This is a unique opportunity to create and lead an integrated culture and engagement strategy that centers on developing and inspiring our employees through tailored learning and development programs. You'll be responsible for aligning these initiatives with our strategic vision, business objectives, and corporate priorities, fostering a culture of continuous growth, skills enhancement, and internal career advancement.

In this dynamic role, you will drive key initiatives that shape the employee experience, including leadership development programs, learning and development strategies, and engagement initiatives. You will play a vital role in building a culture of continuous learning, growth, and inclusivity while ensuring our people are equipped to thrive in their roles.

**What You'll Do**:
As a leader in our People & Culture team, you will:

- **Design and implement learning & development strategies** aligned with business goals to drive performance, foster professional growth, and build organizational capacity
- Oversee the creation of **comprehensive learning pathways** that support career progression and skills enhancement
- Partner with divisional leaders to **develop career development and succession plans** that ensure a strong leadership pipeline for future organizational needs
- Champion **internal mobility initiatives** by crafting tailored training, mentoring, and development programs
- Lead the **Leadership Development Program**, integrating evidence-based and competency-based strategies to elevate leadership effectiveness and team performance
- Facilitate engaging **leadership workshops and training sessions** on key competencies, emotional intelligence, and team dynamics
- Drive **employee engagement and retention programs**, measuring their impact and adapting them to meet evolving business and workforce needs
- Embed **IDEA (Inclusion, Diversity, Equity, and A**ccessibility)** principles into all training and development programs to ensure equitable opportunities and a more inclusive workplace culture.

**What We're Looking For**:
We are seeking someone with the innate ability to drive organizational change and develop solutions to complex organizational problems, while keeping our employees front and centre in everything we do. Here's what you bring to the role:

- A diploma or degree in Human Resources or a related field, with at least five years of progressive experience in HR within a unionized environment (or equivalent)
- CPHR designation or progress toward certification (an asset)
- Proven ability to build trust-based relationships with mid to senior-level leaders, fostering transparency and collaboration
- Deep knowledge of organizational design, change management, and development best practices, particularly in complex, unionized settings
- Expertise in leadership coaching, succession planning, and driving engagement initiatives
- A track record of successfully leading strategic change management programs and delivering measurable results
- Exceptional project management skills and the ability to juggle multiple priorities effectively
- Outstanding communication skills, both written and verbal, with confidence in presenting ideas and leading discussions
- A passion for fostering inclusive workplace cultures and promoting equitable opportunities for all employees

**SECURITY REQUIREMENTS**:
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
