The Opportunity
Reporting to the Accountant this customer service focused position will play a key role in supporting residents by administering property tax collection and managing the accounts receivable processes. **Responsibilities**:
Assessment and Taxation
- Import / reconcile annual assessment roll. Work with City Assessor to issue assessment notices, review assessment corrections, exemptions, and issue revised notices.
- Deliver all aspects of property tax billing including issuing interim, supplementary and final tax billings while ensuring all legislated requirements are met; calculation of municipal tax rates for the general levy; reconciliation and balancing assessment roll.
- Process all system-based changes in tax information as required including tax rates, name and address changes, mortgage information and property splits.
- Send monthly tax statements for overdue accounts.
- Issue tax certificates.
- Liaise with banks regarding tax collection and transfer of funds.
- Calculate refund or cancels taxes, adjusting tax roll and tax bills accordingly.
- Add utility, municipal drainage maintenance/construction and other charges to the roll.
- Act as a resource on tax matters for other staff and the public on tax and related matters.
- Produce reports, statistics, and related information as required.
- Coordinate the tax registration process.
- Respond to all external questions on the status of taxes and related matters.
- Responsible for investigating assessments on municipal properties and working with requests for reconsiderations and appeals as required.
- Maintain tax filing system.
- Reconcile property taxes monthly.
Revenue and Accounts Receivable Administration
- Analyze and reconcile various general ledger and sub-ledger accounts; prepares appropriate general journal entries and year-end audit working papers.
- Prepare billing general billing for the municipality including but not limited to; rents, benefits, building department, development and inter government accounts.
- Assist in account analysis, including reconciliation of sub-ledgers for accounts receivable
- Prepare various reports and monitors monthly, completing adjustments as required.
- Responsible for sending overdue accounts without priority lien status to collections.
- Respond to all billing questions or concerns by phone, correspondence and in person.
Other Related Responsibilities
- Answer general questions on municipal operations where knowledge permits.
- Establish and maintain effective professional communication and collaboration with internal staff, municipalities, government agencies, external organizations, and members of the public. Respond to inquiries and complaints in a courteous, timely, and efficient manner, consistently promoting a high standard of customer service.
- Aid other employees and carries out other related duties as assigned.
- Contribute to departmental goals and objectives and recommends new or improved ways to perform property taxation and accounts receivable functions.
Education, Qualifications and Work Experience
- A Diploma in Business with course study in accounting.
- Working knowledge of municipal financial legislation and regulations including the Municipal Government Act.
- A minimum of three years of experience related to property taxation, accounts receivable and accounting functions.
Knowledge, Skills, and Abilities
- Demonstrated ability to work independently within prescribed procedures and protocols.
- Advanced customer service skills, and conflict resolution skills.
- Proficient in using computer systems and financial/taxation software to perform job-related tasks, including accounting programs, Microsoft Office Suite, and various online platforms and services.
