The Royal Ottawa Health Care Group (ROHCG) is a fully affiliated teaching site for the University of Ottawa and provides clinical service, teaching and research opportunities.
The Royal Ottawa Health Care Group has 3 campuses located in Eastern Ontario that includes:
- A 190-bed state-of-the-art mental health facility and one 96-bed facility (32 recovery beds and 64 long-term care beds) located in Ottawa, and;
- The specialized mental health facility located in Brockville that has 161 inpatient beds (61 Forensic Treatment Unit, 100 Secure Treatment Unit)
- A campus at Carlingwood which houses the Community Mental Health Program, with additional community related clinics around the region, including Brockville and Ottawa;
- Two satellite facilities, one in Arnprior and one in Kingston for the Operational Stress Injuries (OSI) Program. These facilities provide care for clients of Veteran Affairs Canada (VAC) and eligible members of the Canadian Forces (CF) and RCMP who have an OSI, and to their families
The clinical Director (CD) will implement the Royal Ottawa Health Care Group's mission and mandate of service, education, and research. Every ROHCG Program will be headed by leadership dyad composed of Clinical Director and a Director of Patient Care.
The STU is a unique facility that provides mental health care in the correctional system. The ROHCG has been contracted by the Ministry of the Solicitor General to provide clinical services at the facility. As such, any requested services or resources that are outside the contract must be approved by the Ministry. The CD will have regular contact with the Ministry of the Solicitor General’s leadership and health care staff related to patient referrals, programming and clinical outcomes. Integrated Forensic Program staff are responsible for the assessment, treatment and day-to-day supervision of residents while the Ministry of the Solicitor General staff are responsible for the security and the overall operation of the building.
**Responsibilities**:
**Planning**:
- With the Director of Patient care Services, plan Program/Service directions based on the ROHCG Mission and Mandate, and outcomes of Program evaluation.
- Attend regularly scheduled ROHCG management meetings and Joint Management meetings with the Ministry of the Solicitor General
- With the Director of Patient Care Services, chair regular meetings of the STU Clinical Advisory Committee
**Partnerships**:
- Foster and participate in relevant partnerships throughout the Region in collaboration with the Associate Chief (IFP).
- Works in a manner that is conducive with staff and patient/client safety practices, policies and procedures of The Royal.
**Program Objectives**:

- Evidence-Based approaches
- Best Practices
- Clinical Practice Guidelines
- Outcome and Service Evaluations
- Ensure a work environment that is conducive to The Royal’s Anti-Racism, Harassment & Discrimination-Free Workplace policy
**Budget Planning/Allocation Control**:
- Actively participate in resource allocation decisions in the Program through the annual budget planning process
- With the Director of Patient Care Services, ensure a mechanism is in place to regularly monitor resource allocation and utilization and jointly determine corrective action, when required.
**Medical Human Resources**:
- Develop and assess the program’s medical service requirements for input into the Hospital’s overall medical human resource plan.
- Monitor medical staff clinical performance and provide feedback as necessary.
- Complete annual performance reviews on each physician in the Program.
- Assist the Associate Chief (IFP) and Psychiatrist-in-Chief/Chief of Staff with physician recruitment to meet the medical staffing plan
**Clinical Care Issues and Performance Appraisal**:
- Chair the STU Admissions and Discharge Committee in collaboration with the SolGen leadership team
- With the Director of Patient Care services, ensure a mechanism to monitor clinical care delivered in Program.
