**Position Purpose**
This position is responsible for providing Professional Engineering and leadership services consistent with CRD standards, policies and procedures, codes, and regulations, in the areas of active transportation pathways, related structures, lighting systems, and contract management with the overlying purpose of protecting public health and the environment.
**Key Accountabilities/Position Outcomes**
- Contributes to the achievement of CRD strategies and deliverables by preparing budgets, coordinates the planning, scheduling, and implementation of projects related to the regional trails trestle renewal, widening and lighting.
- Manages a small project specific team of engineers and related staff through the planning, design, procurement, construction, and commissioning phases of the project.
- Develops terms of reference, evaluates consultants and their work, assists in tender calls, and analyzes work carried out by contractors ensuring projects are completed on time and on budget.
- Oversees the approvals processes both internally and externally.
- Oversees management of the projects and the contract process including preparing contract documents (scope of work, specifications, schedule of quantities, etc.)
- Oversees progress claim processing during construction and the close-out process including deficiency corrections, lien management and warranty considerations.
- Contributes to the achievement of strategic and departmental financial targets by consulting regularly with finance staff on matters related to budget preparation and monitoring, cost estimates, statutory requirements.
- Ensures that subordinate staff meet their own deliverables by providing them with the required direction, resources, information, and supervision.
- Applies leadership, coaching and management skills to create a highly engaged team of professional staff to the project goals and objectives are met. Applies diplomacy and strong communication, presentation and relationship building skills to ensure projects and deliverables are understood and client's needs are met.
- Works closely with government and community stakeholders ensuring positive links with these stakeholders and the CRD; ensuing that the CRD's interest are maintained at all times.
- Works closely with the Senior Manager on all matters pertaining to the project.
**Qualifications**
- Degree in a related discipline
- A minimum of 8 years' directly related experience
- An equivalent combination of education and experience
**Certifications**
Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
Valid BC Driver's Licence

- Operational knowledge of WorkSafe BC regulations and the ability to plan and coordinate projects to protect the safety of employees, contractors, consultants, and the general public.
- Knowledge of project delivery methods and associated procurement procedures
- Knowledge of project management best practices
- Knowledge of contract management best practices, processes, and systems.
- Knowledge of Enterprise Management Systems such as SAP.
- Knowledge and experience working with MS Office programs and other relevant software.
- Culturally agile and have the ability to work respectfully, knowledgeably, and effectively with Indigenous people.
- Can readily adapt to cultural uniqueness in order to create a sense of safety for all.
- Experience leading and managing technical and administrative staff.
- Knowledge of CRD organizational structure and function considered an asset.
