Reporting directly to the Director of Equipment and Yard, the Yard Manager is a leadership role that communicates directly with the FRPD Group Management, Operational Management and Operational staff and will be accountable for ensuring that the FRPD New Westminster yard is functioning in a safe, organized and cost-effective manner.

**RESPONSIBILITIES**
- Lead the yard team to ensure FRPD’s high level of safety, environmental and quality standards are being maintained and upheld
- Direct reports will be the Yard coordinator, Warehouse Persons, Welding Superintendent and Bridge Persons Foreman(s)
- Operate the yard within approved budget requirements for yard labour, small tools, consumables, towing and yard maintenance. This will include providing annual budget estimates to the Director of Equipment and Yard
- Responsible for the foreshore and dock integrity and hydro graphic surveys of the tie-up areas including arranging dredging as required to maintain depth
- Liaise with Construction and Dredging operational staff to ensure the yard is providing a high level of support to all the projects.
- Responsible for the welding bed activities, including crew management, maintenance of equipment, inventorying supplies/materials, tracking of splice costs and
- investigating/implementing new technologies which will reduce labour costs and improve quality of the splices
- Responsible for warehousing/storing of supplies and materials, to include tracking of all inventories. Take the lead role with annual inventory count and supporting the inventory auditors
- Responsible for scheduling tug moves in and out of the yard, ensuring the utilization of third-party tugs are kept to a minimum. Looking at every opportunity to minimizing tug costs
- Coordinate with the Equipment Superintendent to ensure there is sufficient labour support, crane support and tug moves. Minimizing equipment repair costs by ensuring proper logistics planning is being conducted
- Responsible for fuel delivery within the yard. This is to include following approved bunking procedures when fuelling marine vessels. Ensure that all equipment supplied for jobsites is correctly fuelled and delivered on schedule
- Directly responsible to ensure all yard employees are trained and proven competent for any and all tasks they are performing
- Oversee all contractors working in the yard as per FRPD contractor management plan
- Support incident investigations, taking the lead role when assigned. Help with the development and implementation of corrective actions coming out of the findings from the incident investigations
- Responsible for trucking of materials to and from yard and job sites. This will include annual audits of the trucking service providers to ensure they are meeting FRPD contractor management requirements while remaining cost efficient
- Accountable for the mobilization (de-mobilization) of projects in and out of the yard
- Conduct site visits to help better understand the needs of our internal clients.

**Supporting Requirements**
- Mediating labour disputes and concerns that may arise in the yard
- Yard equipment and yard maintenance repair budgeting
- Providing labour and support for equipment repairs
- Coaching of yard staff, helping support the professional development of the yard supervisors
- Development of Safe Work Procedures for yard and yard equipment operations

**QUALIFICATIONS**

**Education and Experience**
- Minimum 5 years in a supervisorial role
- Experience managing a unionized labour force
- Level 2 First Aid, or willing to obtain
- Experience with Dispatching personnel staff
- Experience working with Heavy Lift cranes
- Familiar with Work Safe Regulations and CSA Standards

**Skills, Knowledge and Required Competencies**
- Ability to read and interpret design drawings and specifications
- Demonstrate problem solving and decision-making ability
- Must hold a valid driver’s license
- Strong computer skills (Microsoft Office, Excel, Adobe)
- Strong written and verbal communication skills
- Demonstrate knowledge of all applicable legislation and regulations
- Strong work ethic, multitasking and interpersonal skills
- Effective organizational skills, results oriented and committed to team success
- Knowledge of welding procedures
- A thorough knowledge of trucking logistics
