Under the supervision of the Branch Supervisor, the Constable - Operations investigates customer service requests and takes appropriate action, performs daily patrols of assigned Area in uniform, and enforces various by-laws issuing infraction notices and instant summonses when appropriate and attends By-law Court as required.

**As the** **_Constable - Operations_** **you will**:

- Perform daily patrol and inspection of streets and alleys within assigned area and investigate observed by-law infractions, taking action as appropriate.
- Respond to customer service and resident enquiries and claims by site investigation and problem analysis, and initiate remedial action required.
- Contact the general public, contractors, developers, and other city and provincial departments to discuss by-law infractions/complaints, obtain information, arrange remedial work, etc. as required.
- Enforce Permits under the Streets and Traffic By-law.
- Enforces other by-laws on occasion and as special circumstances or workload dictates. Focus is primarily on Streets By-law or Traffic By-law; however, Private Access By-law, Winter Parking Ban By-law, Neighbourhood Liveability By-law and Encroachment By-law are examples of other By-laws that may be applicable on occasion.
- Document and record all service requests and observed incidents, noting all pertinent information and action taken and maintain and update all related files and records.
- Maintain a file of all by-laws, regulations, policies, etc. which are enforced by or are applicable to the position's duties and responsibilities.
- Prepare related documents and correspondences, and maintain a daily log of all activities and action taken.
- Review existing by-laws, practices, policies, and procedures; and recommend improvements and changes as appropriate.
- Attend By-law Court as required to observe laying of charges, give evidence, etc. as required.
- Serve summonses and/or notices of by-law infractions as required.
- Perform other related duties consistent with the classification as required.

**Your education and qualifications include**:

- Grade 12 education or GED, or an equivalent combination of training and experience.
- Experience in the investigation and enforcement of by-laws and regulations; or a combination of other relevant education and experience.
- Ability to interpret by-laws, regulations, permits, policies, and procedures; and document relevant information.
- Ability to gather information related to an investigation and communicate with customer and colleagues in an accurate and timely manner.
- Ability to maintain confidentiality with tact and diplomacy.
- Must have experience conducting effective investigations, collecting usable evidence, and making meaningful observations.
- Must communicate effectively in writing and prepare clear and accurate written records, reports, and correspondence.
- Possess good conflict resolution, problem-solving, and decision-making skills.
- Computer skills including the ability to use Microsoft Office.
- Must develop and maintain effective working relationships with the public, private contractors, land developers, consultants, and other civic and provincial employees.
- Must independently establish priorities and maintain an effective work schedule with a minimum of supervision.
- A working knowledge of all relevant by-laws, regulations, policies, and procedures for the position.
- Thorough knowledge of the occupational hazards and safety precaution policies and regulations, and the ability to adhere to and enforce safety rules and policies along with a satisfactory past safety record related to this position.

**Conditions of employment**:

- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Must possess and maintain a valid Class 5 Driver's License.
- Must provide and maintain a satisfactory Criminal Record Check.
- Must qualify and achieve within the position's probationary period (or 6 months from position's commencement) Special Constable status and maintain same in the Province of Manitoba while employed in this position.
- Must be available for random callouts, overtime, and shift work as required.
- Physically capable of performing the duties of the position, which may include, but are not limited to: working outdoors in potentially extreme weather conditions, ability to lift and move objects up to 50 lbs., and ability to stand and walk for prolonged periods and over uneven terrain, snow and ice.
