The Strategic Initiatives and Rural Utilities (SIRU) branch under the Ministry of Affordability & Utilities is responsible for providing the Government of Alberta with sound advice, interpretation, and implementation of utility policy. The Branch’s responsibilities include working in collaboration with internal and external stakeholders in the effective and holistic delivery of Alberta's utilities' system strategic objectives and related outcomes.

Reporting to the Executive Director, Strategic Initiatives and Rural Utilities, the Manager provides leadership, coordination, advice, and recommendations in support of the effective management of Alberta's electricity system. The Manager provides sound advice and direction on major projects, working in collaboration with internal and external stakeholders in the effective and holistic delivery of Alberta's utilities' system strategic objectives and related outcomes. The Manager supports Alberta Public Service values of respect, accountability, integrity and excellence.
The Manager, Strategic Initiatives will also focus on the following duties and responsibilities:
- **Policy Development and Legislative support**: Review forthcoming policy and provide strategic advice on policy expectations driven from external and international policy drivers, as well as policy linkages across Ministries. Identify and work to address key upcoming policy and risk issues. Provide leadership and direction in the coordination and support of legislative documentation and policy alignment with division program areas' work that supports ministry initiatives.
- **Strategic Research and Advisory**: Ensure analysis and provision of robust options and advise aligned with the government's policy direction to senior management and staff to assist in decision making and the development of policies, legislation, and regulations. Provide other program areas with information regarding responsibilities, timelines, and expectations related to policies, regulations, and legislation as they pertain to strategic initiatives in Alberta's utilities sector.
- **Stakeholder Engagement**: Represent the Branch/Division at events and on multi-stakeholder working groups as well as collaborate with other internal and external stakeholders to develop and implement action plans with the vision to enhance strategic alignment. Build strategic partnerships and working relationships to ensure government's strategic priorities are reflected across all external engagements.
- **Project Management and Leadership**: In collaboration with internal and external stakeholders, the Manager, Strategic Initiatives will lead strategy development and implementation initiatives and projects. This includes tasks such as developing terms of reference, project planning, budgeting, stakeholder identification, and project monitoring and reporting to ensure the effective and comprehensive delivery of the Government of Alberta's objectives and outcomes with respect to electricity and other utilities.
- **Issue Analysis and Advisory**:Facilitate issue identification and risk management for Alberta's electric and natural gas distribution infrastructure and policy framework and render accurate advice to Branch Leadership on existing and emerging issues.
- **Team Leadership and Continuous Improvement**: Lead, coach, and mentor the team by delivering effective performance management, recognizing, and celebrating achievements, and providing constructive, timely feedback. Additionally, identify and implement process improvements to enhance strategy development and execution across the Branch.
- **Reporting**:Prepare reports, recommendations, briefing materials, and make presentations to internal and/or external stakeholders for information and/or decisions. Synthesize and translate critical information for policy and informational use.
