Description

The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025 based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025 and be upon the same terms, conditions, covenants contained in the SOW.

JTS requires a Business Analyst (L3 with 10+) to actively support the JTS IT Project Manager and project team to gather business requirements and create solution design documents?

- Conduct, assess, evaluate and document stakeholder interests and business needs

- Final specification and documentation of all reporting requirements for the solution
- Final Logical/Physical Data Model, Data Dictionary and CRUD Matrix documentation
- Create, review, provide input and support of Enterprise Architecture artifacts for all checkpoints as needed Assist with system and user interface design and modifications (data & screen) as required
- Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output Assist testing team in the resolution of test defects
- Ensure alignment and adherence to Ministry of Government Services’ processes and standards
- Research and document comparisons of existing Ontario Government, or COTS systems that will meet the client requirements
- The consultant resource will interface directly with the program area staff and management and is accountable for ensuring customer satisfaction related to the contracted work items
- Work plan and outline of effort to completion
- Attend any meetings related to the resolution of any request as required

**Skills**:

- Credentials and/or experience that reflect current professional standards for the discipline BABOK (Business Analyst Body of Knowledge) certification and/or demonstrated knowledge and familiarity with the key BABOK concepts, tasks, techniques, and skills.
- NET technologies (ASP.NET, ADO.NET,.NET framework), MS Windows, MS SQL Server, Java / Oracle, Team Foundation Server, proficiency in use of MS

CRITERIA RATING (100 MAXIMUM)

Criteria 1 - Business Analysis 40 points
- Recent experience as the lead or primary Business Analyst on large I&IT projects
- Extensive experience with business process analysis and modelling
- Extensive experience in development of requirements, facilitating Business Process - Reengineering sessions and feasibility studies
- Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated business architecture, as well as traceability to solution logical and physical architectures
- Conduct, assess, evaluate and document stakeholder interests and business needs

Criteria 2 - Business Architecture 25 points
- Experience in the last 5 years developing business architecture artifacts for Row 1 (Conceptual) and Row 2 (Logical)

Criteria 3 - Technology Experience 20 points
- Experience in the last 5 years working on projects using.NET technologies (ASP.NET, ADO.NET,.NET framework), MS Windows, MS SQL Server, Java / Oracle, Team Foundation Server, proficiency in use of MS Office 2010 or later software suite

Criteria 4 - Communication 10 points
- Excellent communication skills; experience planning and leading JAD sessions and workshops with stakeholders
