**The Role**:
Develops, implements, facilitates, and evaluates staff and management training for the Department. Facilitates/develops workshops and events to support service improvement initiatives. Assists management to assess training needs and create training plans to improve service delivery.

**Duties/Responsibilities**:
Develops, implements, and facilitates training/orientation sessions and supports/resources for departmental staff, students, and management (e.g., program policies/standards/processes, service philosophy, quality service delivery, program dashboards). Drafts, edits, and releases communications, tools, and materials, and uses technology to maximize learning. Monitors training session attendance, manages classroom behaviour, evaluates training, and provides feedback to staff and management.

Facilitates/develops workshops and events for staff and stakeholders to support service improvement initiatives (e.g., brainstorming events, information sessions, knowledge exchange, strategic planning activities).

Prepares, maintains, and updates comprehensive training and reference/resource materials and uses technology to maximize learning.

Coordinates/facilitates peer training program, including developing related supports/ resources.

Assists management to conduct training needs analysis, including developing/implementing tools to assess effectiveness. In consultation with management, develops new/revised sessions.

Researches/monitors legislation, policies, procedures, business processes/practices, and technology to provide interpretation/guidance/technical expertise to management. Investigates issues where legislation, business practices, and technology are inconsistent, and makes recommendations to management. Assists management in the development of new/revised policies, procedures, business processes, and practices.

Makes recommendations and participates in the design and implementation of technology, training plans for projects, workflows, operational and strategic initiatives, as part of the project management function.

Represents the Section on departmental committees, work groups, staff meetings, and special projects; leads workgroups on specific tasks resulting from same.

Maintains training equipment/resources in good working order and arranges repairs; monitors to ensure signed-out equipment is returned.

Liaises with Ministries, other municipalities, and community agencies to exchange information regarding training programs, manuals, modules, design, needs analysis, and evaluation.

Backs up other jobs in the Section.

Performs related duties as assigned.

**Knowledge, Skills & Abilities Required**:
Knowledge of adult education; facilitation and training techniques and development; content development; and social/government assistance programs acquired through a 2-year college diploma or university degree in a related field (e.g., Adult Education, Social Sciences), plus 3 years of related experience (or equivalent combination of education and experience).

Knowledge of the interrelatedness of divisional programs, services, and business processes, with ability to ensure training content/guidance in same is comprehensive, appropriate, and applicable.

Knowledge of and ability to comply with policies, procedures, legislation, and guidelines (e.g., Ontario Works Act, Housing Services Act, Child Care & Early Years Act, Employment Insurance, Ontario Disability Program Act). Knowledge of program areas within the Department. Knowledge of resources available to individuals and families experiencing low income.

Ability to ensure training is current, engaging, motivational, encouraging, and effective for different ability levels and learning styles, and meets trainee needs.

Research, analytical, organizational, problem solving, and decision-making skills to design/develop, assess, and implement policies/procedures, training programs, evaluation, and schedules; research learning technologies/modules for training; adapt to changing priorities; and work independently. Ability to understand the relationship between legislation and technology.
