The Evaluation team at Interior Health has an opportunity for a Permanent Full Time Evaluation Specialist

**What will you do?**
The Evaluation Specialist works as part of a small and supportive evaluation team and leads the evaluation of selected Interior Health (IH) projects and programs. The primary role of the Evaluation Team is to assist the IH Senior Executive Team and Program Leaders in assessing whether programs are effective, efficient and achieving expected outcomes with the intended population groups. Evidence from these evaluations is used to generate recommendations for improvement, inform decisions, create accountability and provide opportunity for continued learning. The team provides evaluation education to staff members and coaches colleagues who are carrying out their own evaluation activities. As an Evaluation Specialist, you will have the opportunity to support evaluation in different contexts and with various programs and populations. Some examples of evaluation projects currently underway include Mental Health and Substance Use, Emergency Departments, Digital Health, Human Resources and Aboriginal Health & Wellness initiatives.

**How will you make an impact?**
The Evaluation Specialist reviews programs and initiatives and may supervise practicum students on work that has a focus on effecting positive impacts on healthcare service delivery. The Evaluation Specialist also supports the ongoing development of evaluation competencies in other IH staff and plays a pivotal role in improving healthcare services by supporting planning, decision-making, and accountability in IH.

**Typical Duties and Responsibilities**:

- Reviews initiatives being developed and those being implemented and provides leadership to project/program leads to develop an overarching evaluation plan in collaboration with them and other senior partners.
- Collaborates with partners to develop specific evaluation questions, criteria, rubrics, performance measures and evaluation tools; conducts quantitative and qualitative analysis and collaboratively generates recommendations based on evidence.
- Prepares evaluation reports and gives presentations and other appropriate deliverables to senior leaders on selected projects/ programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes.
- Leads the hiring and supervision of university practicum students who participate in evaluation activities. Some travel will be required throughout the region including in-person meetings in Kelowna with existing Evaluation Team members.
- Honouring Interior Health’s commitment to Truth and Reconciliation and the Declaration on the Rights of Indigenous Peoples Act (DRIPA), and Pursuant to Section 42 of the BC Human Rights Code, preferential consideration and/or hiring will be given to qualified applicants who self-identify as Aboriginal (First Nations, Métis, or Inuit)._
- A Master’s degree in a health-related field, research, economics, or business management that includes course work in evaluation design, statistical analysis, and project management.
- At least 5 years of experience working in the healthcare environment.
- Must have completed course work in evaluation design, research methods, and statistical analysis.
- Is a Credentialed Evaluator (CE) with the Canadian Evaluation Society (or actively working towards the CE designation). - Experience with the Canadian Evaluation Society list of Evaluation Competencies.
- Experience working with Aboriginal/Indigenous partners and leading related evaluation projects in this context is considered a substantial asset.
- Equivalencies of training, education, or experience will be considered.

**Skills and Abilities include**:

- Superior writing ability and a proven record of delivering useful reporting and presentations to stakeholders.
- Exceptional verbal communication and independent problem-solving and decision-making skills.
- Knowledge of the delivery of care in a public healthcare system, government processes, the Health Authority structures, and ARECCI ethics framework and tools responsibilities is an asset.
- Knowledge of Logic Models, Theory of Change, Performance Monitoring frameworks and change management models.
- Knowledge of Aboriginal/Indigenous evaluation and research frameworks, worldviews, tools and methods
- Excellent interpersonal skills as well as the ability to interact effectively with care providers and project managers at the community level.
- Proven analytical, quantitative, qualitative, and evaluation methods work in healthcare.
- Proven interpersonal and teamwork skills are essential.
- A valid BC Driver’s license.
- Physical ability to perform the duties of the position.
