As the **Manager, Finance**

**You Will**:

- Provide strategic and operational leadership through a positive, proactive, engaging, and people-first leadership style, achieved through effective coaching, advising, mentoring, and support of ongoing professional development of the team;
- Assign work to, direct and provide ongoing support and direction to members within the Finance Unit; identify training needs of staff and where appropriate, seek assistance of the Director, Finance and Assets;
- Establish performance criteria, conduct employee performance evaluations, and review overall performance of the team;
- Foster a positive, supportive, and collaborative team approach, manage conflict, and address disciplinary issues as needed;
- Lead the preparation of operating and capital budgets for the Service in conjunction with Regional Finance staff for review and approval by the Chief of Police and the Police Services Board. Analyze, review, prepare forecasts and reports, and make changes in accordance with division/department or corporate decisions;
- Prepare detailed summaries, continuity schedules, and other information for budget presentations to enable the Chief of Police and Police Services Board to make informed decisions;
- Lead the month end closing process and disseminate financial reports for all program areas on a monthly basis. Work with program areas and the Region of Waterloo as required to ensure all transaction data and other relevant information is reflected in the Region’s financial system in accordance with set timelines and deadlines;
- Assist the Director, Finance and Assets, to review, reconcile, administer and oversee the administration of all financial accounts specific to program areas. Monitor and properly accounts for expenditures, revenues, reserves, assets and liabilities. Institute appropriate financial control procedures and ensures accounts are reconciled on a regular basis, throughout the year and for year-end against approved budgets;
- Oversee and work with program areas to periodically forecast operating, capital and reserve, identify possible variances through monitoring and measuring metrics, understand and calculate risks, develop plans for responding to the variances, make detailed recommendations if required, and reports to the Director and senior staff as appropriate;
- Participate in planning, coordinating, and organizing the preparation and approval of the budget by recommending procedures, developing presentations and reports, forms and processes, and providing information and assistance. Assist the Director, Finance and Assets in the analysis and presentation of budgets to staff, committees and the Police Services Board, external agencies, as well as Provincial and Federal ministries;
- Create strategies and plans for long term financial goals by preparing financial and cost/benefit analysis, including lease versus buy, contracting out, and other special projects using accounting analysis techniques. Prepare grant submissions and reports for WRPS programs;
- Oversee the payroll and time and attendance functions for WRPS, ensuring all appropriate information, controls and deadlines are adhered to;
- Provide input and expertise to the organization regarding financial matters and for special projects;
- Support financial system development, configuration and implementation required as a result of new technology, programs or process related changes;
- Regularly provide financial information and analyses to all levels of staff;
- Liaise with Regional Human Resources and Finance Departments as required to resolve problems or address other financial support issues related to assigned program areas;
- Assume duties and responsibilities of the Director, Finance and Assets, as required; and
- Perform other related duties as assigned.

**You Have**:

- Knowledge of management control systems, strategic and financial planning, budgeting and accounting principles;
- Successful completion of a Bachelor’s Degree in Business, Economics, Mathematics, Commerce, or related discipline;
- Three (3) years of experience managing and supervising staff (assigning work, providing feedback, etc.); public sector experience in a unionized environment is considered an asset;
- Attainment of a Chartered Professional Accountant (CPA) designation required;
