Forensic Video Examiner

Under the general supervision of the Sergeant, Technical Crimes Unit, the Forensic Video Examiner is responsible for the scientific recovery, examination, clarification, evaluation and comparison of video evidence; digital or analogue sources. This includes but is not limited to: CCTV, Taxicab Camera Systems, Surveillance Footage and Camcorders. Validated methods and techniques must be used and Examiners must be properly trained and remain current with digital imaging policies and advances in technology.
The Forensic Video Examiner must be able to co-ordinate multiple projects, manage deadlines and problem solve issues from both a technical and legal aspect. The Forensic Video Examiner’s role is to support police investigations service wide. In recent years, video has become more prevalent, and once authenticated, video is an excellent form of objective evidence.
Specialized training allows members of the Imaging Unit to ensure that collected data is demonstrative of what it purports to be, and that the integrity of the evidence is maintained to ensure admissibility to trial. The position is highly independent and requires strong trouble shooting skills to deal with constantly changing technology and unique issues.
There are many complexities to this work; the incumbent must liaise and work with internal and external stakeholders for the purpose of preparing multiple images for court presentation and investigation purposes, while ensuring forensic methods are followed to ensure admissibility of evidence. SECTION 3:
**As a Forensic Video Examiner** **you will**:
- Recover video evidence from digital or analogue video security systems or other sources of seized video
- Liaise with internal and external stakeholders for the purpose of preparing multiple images/videos/timelines for court presentation and investigation purposes, while ensuring forensic methods are followed to ensure admissibility of evidence.

**Your education and qualifications include**:
- Grade 12 Diploma, GED or equivalent
- College diploma in video technology or a related discipline, or an equivalent combination of education and experience
- Minimum 3 years of related experience
- Possess advanced computer skills and ability to learn and adapt to new technology and/or programs with ease
- Intermediate level proficiency in Microsoft Outlook, PowerPoint, Adobe, Photoshop
- Define problems and find solutions to difficult and/or complex issues
- Organizational skills to sequence and categorize recovered data, coordinate multiple projects
- Prioritize work and meet the pressures of strict deadlines tied to court or investigation request
- Develop and maintain accurate electronic record systems
- Ability to read and interpret equipment manuals, referencing policy and procedures, researching products, reviewing reports, safety rules, court documents and privacy laws etc.
- Oral communication skills to effectively communicate with internal and external stakeholders including ability to testifying in court
- Ability to deal with highly confidential and sensitive data and images as it relates to investigations, etc.
- The ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with members at all levels in a team environment
**Minimum Requirements**:
- Canadian Citizen or Permanent Resident
- Minimum 18 years of age
- No involvement in any criminal activity within the last two years (including illegal drugs)
- No criminal record for which a Pardon has not been granted
**Conditions of Employment**:
- Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
- Possess and maintain a valid Manitoba Class 5 Drivers License
- Ability to successfully complete additional training as defined by the Service
- Successfully obtain and maintain Law Enforcement and Emergency Services Video Association International, Inc. (LEVA) certification
