We are seeking a forward-thinking Data Scientist to establish an analytics team and work collaboratively with Manitoba’s central data science unit within our Property Assessment Services Branch. As the first hire in this growing team, you will own and maintain our automated valuation model for fair, transparent, and efficient property valuations on nearly 450,000 properties province-wide.

We have a prototype automated valuation model which leverages boosting and traditional machine learning on extensive property characteristic and historical assessment dataset to make fair market value predictions for residential properties. This model is currently being expanded with support from central analytical teams. The position will be responsible for owning the future success of the expanded model.

Qualifications:
**Essential**:

- Postgraduate training (Master’s degree or higher) in Statistics, Computer Science, Mathematics, Social Sciences, Economics, Econometrics, or a related discipline. An equivalent combination of education, training and experience may be considered
- Experience in data science, usually acquired after several years in a data centric environment, with technical experience related to advanced analytics
- Strong project management and organizational skills
- Excellent interpersonal with the ability to collaborate effectively with others in an innovation-focused environment,
- Excellent written communication skills with the ability to write documents for a variety of audiences in a technical and non technical way

**Desired**:

- A desired qualification and expectation going forward will be that the Data Scientist become familiar with property assessment best practices (e.g. International Association of Assessing Officers standards), engage in the property assessment data science community and will be encouraged to enroll in property assessment educational courses

**Duties**:
The Data Scientist is responsible for:

- Uses statistical and/or machine learning methods to perform advanced analytics, such as predictive modelling, data mining, data forecasting, text and image processing, and spatial analysis for the purpose of developing, maintaining and improving automated valuation models for the Property Assessment Services Branch
- Derives insight from large property assessment-related data sets, and develops, operationalizes and improves analytical models to support and inform operational, tactical and strategic decision-making
- Validates and uses available data and best analytic practices to develop, document and maintain standardized analytical methodologies, concepts and approaches to facilitate standardized modelling of property assessment and valuation
- Maintains an awareness of new trends and developments around analytic methodologies and tools relevant to automated valuation models, acquiring skills and knowledge that can be used to improve Manitoba’s existing and future valuation methodologies
- Uses large datasets and; predictive modeling, involving knowledge from economics, mathematics, computer science, and statistics
- Derives insights from large data sets, and develops, operationalizes and improves analytical models to support and inform operational, tactical and strategic decision-making
