The Manager, Public Safety oversees the day-to-day responsibility for the Vancouver Convention Centre (VCC) Public Safety & Security Program, including direct reporting of the GSOC Operations Leads and Operations Coordinators.
This position is vital in ensuring the public safety of guests, employees, and VCC properties and assets. This position will be involved in developing risk assessments and operational plans for numerous events year-round, as well as oversee operational excellence for GSOC public safety systems including the fire panel, access control, cameras, and people counting including any associated drills.
The Public Safety Manager oversees the development, implementation, management and communication of policies, procedures, and systems related to all aspects of public safety for events, and for the VCC and surrounding infrastructure. This position will act as the operational manager for the security partner contract and plays a critical role in emergency response as back up for Incident Commander and Operations Chief during incident command.
**WHAT YOU WILL DO**:
- Providing supportive leadership, oversight, and management to the Guest Services Operations Centre (GSOC), the communications and operations hub of the building that performs as the backbone of VCC public safety & event execution
- Direct management of the Operations Leads and Operations Coordinators
- Establishing individual performance objectives, providing ongoing coaching & professional development, and conducting performance appraisals
- Establishing OL and OC log formats, protocols, distribution, following up on issues, and ensuring records are maintained per department and regulatory requirements
- Overseeing incident investigations, access control systems, and security systems (alarms and closed circuit camera systems)
- Collaborating with IT and Facilities Management to oversee operational excellence for GSOC Systems to ensure maximized functionality including the fire panel, access control, and camera systems
- Determining issue resolution for escalated Incident Reports, and First Aid Reports
- Developing risk assessments and operational plans for numerous, simultaneous events year-round
- Liaising with other departments to plan and coordinate public safety planning and resources
- Developing, implementing, managing, and communicating policies and procedures related to all aspects of public safety for the VCC and surrounding infrastructure
- Acting as operational manager for security partner contract
- Chairing and participating in meetings, working groups, and project committees as directed including preparing business cases and decision notes for Venue Operations related requests
- Providing backup to the Venue Overlay Manager in terms of event safety and for other Venue Operations team members as required
- Acting as on-call leadership support on a rotating basis
- Playing a critical role in emergency response as back up for both Incident Commander and Operations Chief during incident command and in overseeing GSOC drills
**WHAT YOU WILL BRING**:
- Post-secondary education and training in relevant discipline(s) including security services, public or business administration, emergency management, event management, or first aid (In lieu of formal education, experience in a related field may be considered)
- Current ICS 200 Certificate from JIBC
- Security Worker Licence considered an asset
- 1-2 years experience in managing a team
- 5-7 years experience in a complex and dynamic environment managing public safety & security in a large venue including event security and crowd management
- Thorough knowledge and comprehension of applicable legislation, regulations, standards, professional principles and practices (Building and Fire Code, the Criminal Code of BC, Provincial Statutes, Municipal by-laws)
- Experience in contract management
- Experience with live events, hospitality, emergency response, client relations and logistics considered assets
- Knowledge of departmental and organizational goals, and accountability for achieving those goals
- Comfortable using a broad range of communications styles; able to choose appropriate, effective ways to communicate to different audiences in diverse situations
- Critical thinking skills at a strategic level
- Listens actively and with presence, asks questions where appropriate to clarify understanding.
- Aware of and responsive to nonverbal communication styles, recognizes and adapts to cultural differences in communication styles
- Ability to identify problems and opportunities, isolate the root cause, evaluate alternative actions, and make the most appropriate, informed decision
- Effectively delivers, receives and acts on feedback
