**Main Purpose & Function**
Social Planning Analysts also work independently and as part of multiple teams within Social Policy to support and advance social plans, projects and initiatives that contribute to a healthy, equitable, sustainable and resilient city for all. Staff in this role are leaders within the division in practicing research, engagement, data analysis, data visualization, policy analysis, evaluation and communications.
**Specific Duties & Responsibilities**
- Working with the lead planner on decriminalizing poverty, assist in data analysis, evaluation and recommendation construction for reports for Council and ongoing work on an implementation and evaluation plan.
- Research, assess and present how other jurisdictions are managing these issues including an analysis of legal frameworks.
- Create, access, maintain, warehouse and analyze datasets in multiple formats, including qualitative and quantitative data collected through engagement, surveys, mapping or other tools.
- Build knowledge, expertise and critical practice in using multiple research methodologies and mixed data sources to enable evidence-informed decision-making.
- Support policy development, operationalization, implementation, monitoring, metrics and reporting for major social policies, plans and strategies.
- Provide responsive and timely support to the research and data needs of other Social Policy teams while proactively identifying opportunities for synergies and complementary efforts in other areas.
- Develop relationships and conduct ongoing engagement with community members and community organizations around social policy research and data.
- Contribute to the development of research and data governance models that ensure data can be used with integrity, safety and respect for the people and groups implicated.
- Scope, develop and deliver reports, presentations, data visualizations and other communications materials.
- Participate in team development and critical practice to shape collective work priorities and opportunities for ongoing improvement to research and data roles and functions.

**Qualifications**
Education and Experience:
- Education, preferably a post-secondary degree, in an area such as social sciences, policy analysis, Indigenous studies, urban planning or other relevant disciplines, or an equivalent combination of learned and lived education and experience.
- Professional, volunteer, community and/or academic experience in data analysis and interpretation, demographic analysis, research coordination and report writing in an area such as: social issues, population health, equity and decolonization, Indigenous data, social service planning.
- Demonstrated experience in a research and/or policy setting working in a complex environment as part of a team, preferably direct experience relating to social and community development policies and programs.
Knowledge, Skills and Abilities:
- Knowledge of current social issues in Vancouver, systemic inequities and gaps in the social determinants of health, and relevant roles and responsibilities of different levels of government.
- Knowledge and/or experience of histories, goals, policies, rights and issues that shape current relationships between equity denied communities Nations and local government in Vancouver.
- Knowledge and/or experience engaging with diverse communities and organizations in Vancouver, including communities with intersecting identities of Indigeneity, race and colour, cultural identity, place of origin, ability, age, sex, gender, sexual orientation and socioeconomic status.
- Working knowledge of key social data sources such as the Census of Population, major population surveys and administrative datasets, and the limitations of these sources.
- Working knowledge of key City of Vancouver social policies and projects.
- Excellent information and data management and analytical skills.
- Excellent written and verbal communication skills and ability to produce materials for diverse audiences.
