Toronto, Ontario, Canada (Hybrid)

Act as the “Chief Financial Officer” of the project and provide financial leadership to the project team. To represent Finance within the PMO organization and support Project Management for economical, finance and administrative tasks.

To perform cost control and project financial management function.

To compile Hitachi Rail accounting & internal control process, and deliver on time with reliable and documented information and reports..

Key Accountabilities:
COMMERCIAL AREA:
- Monitors progress of project and identifies commercial opportunities/financial exposure as it affects the company.- Highlight any potential project cost impact and recommend corrective actions.- Responsible for contract changes and preparation of contract change financial data with Project Manager and departments.- Responsible for claims preparation.- Interface via Project Manager with customer on billings, contract changes and other commercial matters.- Understand project commercial terms & conditions and ensure that the project is in compliance with all the terms and conditions of the contract.- Provide analytical assistance on commercial negotiation on contract changes, claims etc. with customers and subcontractors.- Perform special project assignments as requested.

ACCOUNTING & INTERNAL CONTROL AREA:
- Responsible for cost control and ensures that it is in conformance with company’s policy.- Produces monthly project report (Dashboard) and forecasts data package with major risks and opportunities identified. Of which main tasks are: Actual cost validation, Commitment cost validation, Estimate to Complete (ETC) validation and control check.- Monthly control check & reconciliation of Bottom-up forecast from P3e to the latest approved EAC. Validate jointly with PMO to resolve the inconsistency and EAC increase. For issues that cannot be resolved with PMO, the issue needed to escalate to Finance management prior to the monthly Project Review (OPR)- Manage project treasury function, including cash flow and F/X exposure in liaise with Company Treasurer.- Manage project financial instrument such as Letter of Credit, Bank Guarantee..etc in liaise with the Company Trade Finance Manager.- Analyzes/reconcile monthly project inventory accounts to ensure that project costs are properly reflected.- Develops and prepares project budget and contract changes budget.- Prepares billing and monitor invoice control of the project.- Prepares, validate with PM on monthly re-forecasting of Sales, GM, Cost Variance, AGM and Cash-in. and ensure that the information is in time to be integrated on the monthly Company Operational Budget Review (OBR)- Prepares, validate with PM on an annual basis the 3 years Budget Plan (SBP2) in liaise with Company Financial Planning & Analysis group.- Ensures internal control of project costing and maintains contract documents, including a quarterly Internal Control sign-off on Project financial key data (Sales/GM/AGM/Risk & Opportunity/WIP/AR/Inventory).- Prepare and validate reports for the requirements for external audit (Mid Year and Full Year), including D3S Project- Dashboard + WIP/AR/Inventory Validation-Reconciliation & Summary of the projects.- Perform full charge accounting function for project.- Ensure on-time compliance with all tax & government filing as applicable.- Responsible to ensure other accounting matters are properly handled if required, e.g. tax returns/govt requirements, payroll etc.- Perform reconciliation analysis on all project specific G/L accounts.

Key Requirements:
- 5 years experience in accounting/finance, preferably in project oriented business- Bachelor of Commerce or Bachelor of Arts (major in Accounting).- Professional Accounting Designation (CMA or CGA).or MBA- Experience in long term project accounting- Good interpersonal skills.
