Detailed Overview:
**Supporting the Vision, Values, Purpose and Commitments of Fraser Health**:
The Consultant, Strategic Transformation functions as an internal consultant within Fraser Health (FH) and supports various assigned/designated projects stemming from Strategic Transformation initiatives. Under the general supervision of the Leader, Strategic Transformation, the Consultant organizes, coordinates and manages designated Strategic Transformation projects to facilitate their optimum development and implementation.

The nature of the projects may or may not have technology as a focus and will represent diverse client programs and a multi-stakeholder environment within which FH functions.
- Establishing and/or recommending appropriate project and supporting committee structures and membership;
- Developing budgets, timelines, targets and outcomes;
- Analyzing risks and developing risk mitigation strategies including risks to achieve program outcomes;
- Proactively identifying issues and undertaking their resolution;
- Identifying critical stakeholders in initiatives and supporting the development of appropriate change management approach to support the people affected by the project; and
- Preparing internal stakeholders for transformation including associated communication management.

Assists the Leader on complex strategic transformation initiatives and undertakes assigned projects within that assigned initiative independently but under the supervision of the Leader.

**Responsibilities**:

- Establishes project teams and develops plans appropriate to the assigned transformation project incorporating suitable project and change management structures/process to optimize outcome success in a multi-stakeholder, multi-disciplinary setting.
- Supports the Project Sponsors by providing day-to-day management of the project and the team including progress and budget monitoring, status reporting to steering committees, identification, management and mitigation/resolution of risks and issues; liaises with key support areas and stakeholders to ensure critical project outcomes are achieved.
- Acts as change and transformation advocate and agent within the assigned project to conduct key stakeholder analysis to define the transformation communication strategy, approach and plans.
- Prepares briefing notes, business cases and issue analyses, impact assessments and risk evaluations by gathering facts, analyzing business issues, drawing conclusions and making recommendations; prepares final reports and presentations for use by internal and external clients.
- Champions change and project management methodologies as part of the Strategic Transformation Team's continuous quality improvement; tracks projects and manages transformation/project education websites; coordinates the procurement of contractual relationships with external consultants.
- Assists in development of management coaching, mentoring and instruction initiatives and material development; participates in updating the Strategic Transformation Delivery Methodology.

Qualifications:
**Education and Experience**
Bachelor's degree in Health Administration or related discipline, supplemented with five (5) years' recent, related training and experience in an environment focused on delivering change/transformation initiatives using project and change management methods in a large
