Reporting to the Chief People Officer, this position is responsible for the development and implementation of departmental goals, directives, programs and procedures in order to achieve corporate and departmental strategic objectives and includes the oversite of service delivery. Key responsibilities of the position include inclusion, diversity, equity & accessibility (IDEA), total employee compensation (rewards, recognition, market research and resulting pay practices), job design, job descriptions and pay equity, and the organization’s learning and development program.
**Essential Duties**
- Specific to this role:_
- Build and implement programs to support the various components related Total Rewards and Compensation appropriate for a municipal organization; oversee the maintenance of pay equity, job design and job description requirements
- On behalf of internal customers, build and implement a learning and development program including the components of deployment and delivery, instructional design, compliance training and corporate orientation; oversee the delivery of this program
- Recommend, implement and oversee the maintenance of a learning management system for the organization
- Develop and maintain programs and initiatives related to DEI, Accessibility, Human Rights which support both the employee experience and the delivery of public facing services; oversee the delivery of these programs
- As a member of the leadership team:_
- Develop departmental directives, work plans for self and team members, measurements and procedures in order to deliver the defined goals and priorities
- Demonstrate leadership in supporting team members, providing feedback and or corrective action
- Research, quantify, facilitate and coordinate delivery of training needs to own direct reports
- Manage stakeholder interactions in the supply and receipt information, analysis and resolution of issues
- Manage customer service concerns, investigating, problem solving and responding as appropriate
- Procure services and goods related to areas of responsibility
- Prepare comprehensive statistical reports to support division reporting requirements and decision making
- Administer public relations activities on behalf of your area of responsibility, identifying and communicating with all necessary audiences
- Complete continuous research, analysis of industry trends, issues to remain knowledgeable in division areas of responsibility
- Estimate budget requirements, making recommendations to inform current and future expenditures
- Create and maintain a cohesive team environment to support staff to achieve objectives
- Responsible for the hiring, performance management and training of direct reports, discipline, dismissal, in consultation with Human Resources
- Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources; act as a supervisor under the OHSA
- Perform other related duties as assigned
**Qualifications**
- Post-secondary degree in Human Resources Management or a related field
- Minimum 7 years of related progressive experience, preferably in a municipal environment
- Demonstrated experience the achievement of pay equity compliance for a public organization, as well as developing pay and compensation policies
- Current knowledge of DEI principles, Human Rights legislation or willingness to obtain such knowledge
- Demonstrated experience in the areas of program development
- Demonstrated leadership skills at a level to ensure successful program and employee performance outcomes and performance management
- Effective oral communication and strong interpersonal skills; Excellent written communication skills; attention to detail and accuracy
- Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
