**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Manager Workforce Optimization the Specialist is one of the key contacts for management/leadership on workforce transformation and complex rotation issues. The Specialist conducts thorough reviews to evaluate current state and plan in conjunction with operational leaders the desired future state, as it relates to the optimization of the identified workforce. They conduct analysis on staff workflow patterns, staff deployment, and staff mix to develop and design rotations to meet optimal staffing levels. Liaise with teams to ensure rotations are built/entered to specification. Deals with complex rotation development requests, and facilitates resolution. Collaborates with and supports operational leadership to develop and implement strategies to close the gap between workforce and financial resource availability and resource needs.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education training and experience equivalent to a degree or diploma in business, analytical or healthcare-related studies or a related field plus three (3) years' recent, related experience in an healthcare environment including experience with rotation development in a unionized context and workforce scheduling systems or an equivalent combination of education, training and experience.

**Skills And Abilities**:

- Possesses a comprehensive understanding of the healthcare setting and healthcare professionals
- Demonstrated mastery in the principles of workflow optimization in large unionized organizations.
- Demonstrated skills and abilities in oral and written communications, public speaking, presentation and facilitation in a manner that is clear and understandable
- Demonstrates a strong customer-service orientation and ability to understand and translate customer service needs into action.
- Applies excellent time management and multi-tasking skills to prioritize and complete assignments and schedule activities in a manner that optimizes effectiveness and contributes to team success
- Fosters collaborative and effective working relationships with stakeholders that promote cooperative goals and contribute to an atmosphere of trust and mutual respect.
- Demonstrates intermediate to advanced computer literacy with current word processing, spreadsheet, database, statistical and analytic and presentation software.
- Ability to use initiative in problem-solving and arrive at creative solutions.
- Comprehensive knowledge of human resources and scheduling datasets.
- Knowledge of current health care issues and trends, HR systems and transaction processing, workforce scheduling and HR reporting. Demonstrated ability to analyze/interpret, manipulate/extract data and use statistical concepts.
