**Position Title: Construction Specialist - Strategic Projects**
**Team and Location**:Parkland Refining (B.C.) LTD. - Burnaby, BC**
**Position Summary**:
The Strategic Projects **Construction Specialist** position is the primary representative of Parkland Refining BC (PRBC) for field Construction. The position provides guidance to contractors and the EPCM in matters of health, safety, and environmental requirements, contract interpretation, design documents, and material handling.
In addition, the **Construction Specialist** will support maintainability and constructability reviews in the early phases of project development and will ensure that new facilities are ready for turn-over to Operations and Maintenance for start-up.
This position reports directly to the Strategic Projects Construction Supervisor.
**Key Responsibilities**:
- A visible leader in the development of a true Incident and Injury Free (IIF) work culture. Has demonstrated excellent safe work attitudes and behaviors and will lead by example. Ensures all construction work has been planned and is executed safely. Facilitates indoctrinations, execution planning and risk mitigation sessions utilizing Refinery instructions, Safe Work Practices, & Work Permits.
- A daily company contact for field construction work supporting the PRBC Construction Manager (or delegate) by ensuring that;
- the Construction Contractor regularly reports field work progress using defined productivity measurements.
- Spot checks and validates Contractor field progress claims and assists in developing construction forecasts.
- Acts as a liaison to the Strategic Projects Construction Management Team
- Inspects the quality of the contractor’s work, enforce “Hold-Points” and arrange for required tests/inspections and ensure the work meets the contract specifications
**Qualifications and Skills**:
- A minimum 10 years in the refining industry and 5 years in a supervisory or leadership type position
- Skilled in utilizing elements of leadership to foster teamwork and productive relationships among those engaged in or contributing to construction activities.
- Strong self-starter who can work without close supervision. Able to foster teamwork and productive relationships among Construction Contractors, Engineering and Refinery Employees
- Prior construction experience and the ability to use this experience to understand and verify progress measurements. Understands constructability/maintainability reviews and good project management practices.
- Prior Supervisory experience preferably with interaction with contractor workforce
- Demonstrated computer competency
