Under the direction of the Program Manager, provides leadership and guidance in the execution of projects related to the replacement of a scheduling and Fire Prevention Legacy System. This position will focus on implementation a Scheduling tool for the Fire Paramedic Service and finding and implementing a replacement Fire Prevention records system. This position will manage the projects throughout the project’s life-cycle and ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
As a Project Coordinator, you will work with the Project Sponsors to plan, deliver, and transfer the project to the Business Owner.
**As the** **_Project Coordinator_** **you will**:
- Provide project management expertise and guidance to the Department to successfully complete and/or implement projects and departmental initiatives, while achieving the benefits of the investment.
- Provide project planning and management to ensure projects are proceeding according to plans with costs and benefits aligned with approved Business Case criteria and with terms established within the Business Case for each approved project.
- Represent the Department at Public Engagement activities meetings with stakeholders and councilors as necessary.
- Prepare Committee and Council reports and presentations as necessary.
- Lead the planning and implementation of a project and provide regular project status reporting.
- Undertake to deliver projects based on the City of Winnipeg Project Management Manual.
- Develop the Project Charter, Schedule and full-scale Project Plans.
- Facilitate the definition of project scope, goals and deliverables.
- Responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects.
- Develop and manage the procurement process which includes solicitation and contract administration tasks.
- Develop a comprehensive procurement strategy for each project phase in accordance with the policies, Administrative Standards, and manuals.
- Prepare Requests for Proposals, Requests for Quotations, Contract Plans, Specifications and Estimates for Tenders, evaluate tendered bids and make recommendations for the Award of Contracts.
- Undertake Project Contract Administration when external contractors are involved once the project is approved.
- Evaluate Bid Submission proposals.
- Prepare Award Reports.
- Identify, evaluate, and recommend resolution of Contract issues.
- Approve billing payments based on the deliverables that have been signed-off.
- Assist with and develop Project Charter, Schedule and Work Breakdown, Communication Matrix, Risk Assessment information.
- Validate that the product quality testing activities as identified in the contract are performed.
- Manage the transition of final deliverable documents between the project team and the business owner.
- Ensure operational training is developed and delivered and training manuals are turned over to operations.
- Coordinate and oversee all aspects of Project Turnover.
- Perform any other duties consistent with the classification, as required.
**Your education and qualifications include**:
- Bachelor Degree in a related field such as Computer Science, Commerce, Engineering, or Finance, or an acceptable equivalent combination of education, training, and experience.
- Three (3) to five (5) years of experience related to the duties listed above in Project Delivery, preferably in a Public Sector environment.
- Possess and maintain a valid Manitoba Class 5 Full Driver's License.
- Post-secondary education in Project Management would be considered an asset.
- Project Management Professional (PMP) designation / Prince II certification and certification in Asset Management would be considered an asset.
- Successful completion of the associated professional designations in addition to the education listed above including obtaining a P. Eng., C.E.T / A.Sc.T, CPA and/or CMA, CGA, CA would be considered an asset.
- Previous demonstrated success in leading projects including change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.
- Experience with supervision and management of software and hardware consultants and contractors.
- Excellent organizational and time management skills in order to be flexible and responsive to changing priorities and circumstances as well as ability to work on diverse projects simultaneously in stressful and fast paced environment.
- Supervisory experience including planning, organizing, directing, motivating and managing professional and administrative staff.
- Previous experience managing and leading projects including organizing, coordinating, planning, and maintaining schedules and controlling a large number of projects.
