Information Technology Manager

Reporting to the Advancement and External Affairs Director, the IT Manager position is responsible for overseeing all aspects of IT operations to meet the institution's present and future needs. The IT Manager supervises a team of IT professionals and is responsible for maintaining and enhancing technology systems and security processes. This role also involves developing and implementing strategic initiatives to drive innovation in academic service delivery and internal operations. The location for this position is within the Carlton Trail College Learning Region.
DUTIES AND RESPONSIBILITIES
Planning & Security
- Prepare, deliver and evaluate IT plans and strategies, ensuring that the IT strategy aligns with the College’s strategic plan to meet the current and future needs of college programs and administration
- Responsible for preparation and monitoring of cost-effective budgeting, planning for operations, equipment and projects
- Sustain the integrity and performance of the IT infrastructure and the security of information systems
- Develop and implement comprehensive backup and recovery strategies to safeguard critical organizational data
- Conduct in-depth research on emerging technologies and trends relevant to the organization’s needs
- Evaluate software and hardware licensing agreements to ensure compliance with legal and organizational requirements
- Develop detailed implementation plans, project timelines, resource requirements, and potential challenges
- Perform detailed cost analysis for proposed technology implementations, considering both initiation investment and long-term operational expenses
- Work closely with senior leadership and stakeholders to align implementation strategies with organizational goals
- Develop policies and procedures that comply with regulatory requirements and ensure consistency of operations
- Negotiate and manage computer hardware, software, communications, licensing, and related service agreements
- Safeguard and manage cybersecurity systems to ensure college security and privacy in accordance with the Local Authority Freedom of Information and Protection Act
Management & Leadership
- Plan, direct and manage the daily operation of the Information Technology department and supervise IT staff
- Provide leadership and direction to ensure a collaborative, effective, and efficient work environment is maintained
- Lead the identification of and proposal for new information technologies and systems to improve business processes and decision making
- Provide expertise and oversight in evaluation, installation, testing and implementation of technology hardware, software and information systems, including upgrades and system maintenance
- Represent the college on provincial regional and local committees as required
- Answer IT related queries from external auditors
- Attend conferences, workshops and seminars to keep abreast of new software and hardware product development and stay informed of industry standards, trends and practices
People and Resource Management
- Provide leadership to IT staff. Ensure all staff supervised receive ongoing support, evaluation and feedback through the performance evaluation process.
- Respond to Step 1 or Step 2 grievances as needed as well as demote or involuntary transfer employees
- Terminate or provide recommendation to terminate employees when needed
- Responsible for final decisions regarding probationary discharge of direct reports
- Establish priorities consistent with the mission, vision, values and strategic direction of the College and allocate financial, material, and human resources to achieve established objectives.
- Advise the Senior Leadership team in the development of specific action plans for achieving the strategic direction of the institution and manage change within the organization.
- Provide leadership and direction to assigned staff and ensure that a working environment is maintained that is conducive to teamwork and effective, efficient workflow.
- With the assistance of the Human Resources Director, ensure that all applicable aspects of the Collective Agreement and College policy are followed and applied as required.
- Works across the College to develop and communicate opportunities, performance metrics and success.
KNOWLEDGE, SKILLS AND ABILITIES
- Proficiency with a Microsoft server environment
- Extensive knowledge of IT issues and best practices including; maintenance and support, project management and quality assurance; operations including backup/recovery and security
- Proven ability to design, develop, and manage on-going operations of IT systems.
- Demonstrated ability to lead an effective technology department in support of the College’s strategic plan.
- Demonstrated knowledge and experience with IT needs identification processes as it related to adult education, business and student needs and programs.
- Proficient interpersonal and communication skills
- Good project management skills
