**Description of Duties**:
Inspects and monitors Regional construction projects, ensuring projects are completed per plans, specifications, and standards, and within timelines and budget limits.

**Duties/Responsibilities**:

- Inspects and monitors all phases of construction projects including on-site work performed by contractors, utility companies, traffic staff, and local municipalities for Regional projects, including road, sewer, water main and landfill contracts, in support of the project manager.
- Attends meetings throughout construction phases, including site meetings and pre-construction meetings. Assists project manager with input to agenda.
- Reviews project contract plans, specifications, and engineering designs for constructability issues related to site conditions. Recommends design changes to project manager, if required.
- Recommends and makes adjustments to designs in the field, as necessary, for project manager approval as required (e.g., alignments of underground pipes, grade adjustments).
- Verifies construction materials and methods, per standards and specifications. Records deviations from standards; informs project manager.
- Works with contractors to remedy issues related to project work deficiencies. Maintains detailed records, and keeps project manager informed.
- Liaises with utility companies, local municipalities, and other divisions (e.g., transit, transportation) to coordinate work activities related to projects or exchange information. Coordinates with and provides scope of work to Survey Technicians.
- Uses conventional survey equipment and techniques. Maintains levelling equipment.
- Maintains project records, including construction diary and photographs of equipment, material and on-site personnel. Prepares 'red line' engineering plans for construction projects; informs project manager.
- Prepares monthly progress payments by measuring, recording, and keeping quantities for pay items used in the contract. Reviews and verifies contractor claims for extra work/payments to the project manager.
- Coordinates and schedules materials and compaction testing. Notifies contractor and project manager of deficiencies.
- Carries out final inspection and acceptance of contract work, with project manager.
- Has authority to issue “order to comply” or “stop work order” to contractors to ensure compliance with project standards, safety standards, and policies/permits, as needed.
- Responds to public/resident and business inquiries relating to project construction (e.g., timelines, inconveniences). Mediates/resolves conflicts between contractors and residents/business owners. Negotiates access and discusses restoration limits with property owners. Delivers notices to property/business owners and tenants.
- Carries out engineering design assignments for contract tender documents and asset management program (e.g., quantity and cost estimates, reviews contract plans, calculates working days), for project manager review/approval.
- Performs related duties as assigned.

**Knowledge, Skills & Abilities Required**:

- Knowledge of inspection, surveying, design/drafting, construction specifications, and interpretation of contract drawings acquired through a 2-year college diploma in Civil Engineering plus 5 years of related experience, or an equivalent combination of education and experience such as a 3-year college diploma in Civil Engineering plus 3 years of related experience.
- Eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), or equivalent.
- Knowledge of and ability to comply with corporate policies, procedures, and related legislation and standards (e.g., health and safety).
- Communication and human relations skills to discuss project specifications with contractors using technical terminology; respond to public inquiries; resolve/facilitate resolution of issues from the public, property owners, and businesses; and participate as an effective team member.
- Ability to read and interpret contract drawings, manuals, and specifications. Ability to take/maintain clear and detailed contract records and diaries of project work, including photos and redline drawings.
- Computer skills with ability to use software such as Microsoft Office.
