As the Infrastructure Investment Analyst, you will support a coordinated and strategic approach to capital portfolio management across multiple services, contributing to the ongoing facilitation and negotiation of the capital budget process throughout the year. Primary duties include:
- Provide leadership and guidance to staff, including performance management, coaching, professional development, and succession planning.
- Develop strategies to create a prioritized and sequenced 4- and 10-year capital infrastructure investment plan and budget through organization-wide collaboration, for Council approval.
- Chair committee meetings to support capital investment decisions, ensuring alignment with policies, standards, and the Council-approved capital infrastructure investment plan and budget.
- Ensure accurate and timely capital budget forecasting and allocation, while influencing and negotiating priorities, allocations, and reallocations.
- Lead capital portfolio reporting, including tailored reports and presentations for various audiences such as Council, the Executive Leadership Team, and General Managers.
- Monitor financial and reputational risks by proactively managing the Capital Portfolio and adjusting plans and budgets to optimize available resources.
- Recommend improvements to capital portfolio management processes, assessment methodologies, and levy structures.
**Qualifications**
- A degree in Finance, Engineering, Business Administration, Architecture, or a related field and at least 10 years of experience, with at least 3 years of experience leading and supervising a team.
- Equivalent combinations of experience and education may be considered.
- A thorough understanding of financial planning, capital budget processes, and cost-based rate setting are essential.
- A proven ability to prepare and present complex reports and presentations is required.
- Advanced proficiency in Microsoft Office (Word, PowerPoint, and Excel) and experience with relevant programming for dashboards, software for economic modelling, and project management tools will be considered assets.
- Experience using PeopleSoft and FSCM software will be considered an asset.
- Demonstrated project and program management skills, particularly around the development and implementation of new processes, will be considered an asset.
- Success in this position requires excellent strategic, critical thinking and creative problem-solving skills, along with well-developed political acumen, the ability to deal effectively with organizational dynamics and politics, and an understanding of the complexities of decision-making in the public sector.
