Procurement Manager

**Purpose**

The purpose is to ensure that Proscaff becomes more relevant in the market by launching successful products and delivering them on time at a cost that enables the company to prosper.

The mission is to lead, together with senior management, the business decisions and supply chain processes that allow us to fulfill our purpose.

**Objectives**
- Plan, organize, supervise and manage all procurement functions
- Own of the supply chain processes: plan, supervise production and delivery; negotiate contracts, prices and lead times, including ocean freight and customs
- Strategize buying options to reap best results for the company
- Create alternative supply sources

**Production and Supplier Management**
- Supervise at a project management level the creation of drawings for new or modified products.
- Ensure that new product design is communicated to suppliers timely, product launch plans are prepared and executed.
- Coordinate with Engineering the product launch programs, negotiate, and solve supply chain related issues as they arise.
- Establish and maintain strong relationships with suppliers and address issues or disputes that arise during the procurement process.
- Ensure that requirements set forth by Quality Management are fulfilled prior to placing an order or accepting shipping of goods.
- Develop commercial qualification metrics for supplier qualification and management. Execute those plans.
- Lead the supplier negotiations for production, lead times, price, payment terms, and other related commercial aspects. Keep suppliers accountable.
- Track/Record historical pricing of raw materials and purchased goods and alert management of reasons for
- increase/decrease in prices and any possible strategic opportunities.
- Have the expressed mandate to develop alternative suppliers for key products.
- Create supplier agreements, ensure that plans are executed.
- Strive to eliminate or closely manage single-source situations - ensures back up supply for all suppliers
- Actively work with Engineering and Supply Chain to increase the company’s value.
- Monitor supplier performance, issue reports to senior management and recommend corrective actions, collaborating with Quality Management and Accounting Departments
- Organize conference calls with suppliers weekly. Prioritize and expedite orders when needed.
- Ensure that different samples/prototypes are timely shipped/received.
- Strive to decrease lead-time from suppliers, minimize costs while ensuring quality and delivery standards are met.
- Define KPI metrics to track and monitor procurement progress and performance.
- Identify non-compliance and pursue corrective action and reimbursement of consequential costs from suppliers where applicable
- Aggressively work on meeting deadlines
- Keep abreast of market conditions and commodity pricing as it relates to purchased part costs
- Constantly research and investigate new sources of supply working to build a large base of qualified suppliers.
- Issue orders to suppliers and ensure that they match/satisfy:

- Proscaff purchasing/stocking plan
- Customer Purchase Orders
- Monitor and update production schedule in coordination with suppliers and assistant/inspectors

**Inventory management**
- Frequent and detailed analysis of safety stock levels and Reorder points
- Minimize on hand inventory and increase inventory turns
- Maintain trackers for open & past due orders, perform GAP Analysis, maintain weekly shortage report and perform root-cause analysis
- Strive to decrease lead-time from suppliers and improve transit times
- Handle all back orders, late or short deliveries, protecting production in an effective manner.
- Be aware of all damaged or incorrectly received goods and informs suppliers and AP so that corrective action can be taken, and supplier credits can be assigned
- Provide information and ideas for the development and monitoring of the company’s budget in regard to purchasing and inventory.
- Evaluate weekly production schedule/forecast to determine requirements.
- Review and close the receipt of goods/update inventory. Work closely with Financial Controller.
- Communicate Change Orders to Suppliers, update software systems and communicate to other stakeholders as required. Resolve purchase order/invoice discrepancies.

**Logistics**
- Coordinate Ocean Freight Logistics from container booking to customs clearance and delivery to door.
- Keep track of the sea-freight market prices and regularly re-negotiate pricing and terms with Freight Agents.
- Logistics coordination including expediting for critical site deliveries.
- Track transit times and establish KPI metrics to evaluate performance; strive to decrease transit times.
- Negotiate and manage contracts and service level agreements for carriers and/or service providers
- Coordinate and ensure that customs clearance is done correctly and in a timely manner.
