- Capital Investment Planning is responsible for stewarding a strategic corporate capital planning process and methodology to create The City's capital infrastructure investment plan, supporting infrastructure resilience, integrated service delivery and intentional management of The City's capital portfolio. As a Capital Consultant, you will lead corporate engagement and research and analyze information to support the creation of a prioritized and sequenced multi-year capital infrastructure investment plan and budget, including annual adjustments, for Council approval. Primary duties include:

Develop and implement corporate-wide capital prioritization criteria to guide an efficient and intentional capital portfolio management process.
- Facilitate the capital recast and reallocation process in alignment with changes in priorities, performance and financial conditions.
- Collaborate with Capital Data Analysts and oversee the collection and preparation of high-quality data and information summaries focusing on interpretation, impacts, patterns and trends to provide evidence-based recommendations for capital decision-making to senior leadership, Council and members of the public.
- Act as a primary contributor to the creation and presentation of capital performance reports including Biannual capital reports, Chief Administrator's Office Quarterly reports and other opportunities for capital narrative.
- Research and support implementation of advancements to the corporate capital infrastructure investment prioritization framework and methodology and act as a key contributor to the development and implementation of continuous improvement policies, practices and procedures for Capital Portfolio(s), budgets and reporting and analysis.

- **Qualifications**
A degree in Business, Management, Public Administration, or related field and at least 5 years of progressive experience in policy and program development, project management or strategic and capital business planning.
- Advanced proficiency in Microsoft Word, Excel, PowerPoint and SharePoint.
Creative problem-solving skills with the ability to investigate unique and complex variables, to iterate and respond rapidly with customized solutions.
- Well-developed communication skills to interpret the needs of a variety of audiences and present complex specialized information through various means.
- Success in this position requires excellent strategic and critical thinking skills, the ability to build and maintain strategic relationships and deal effectively with organizational dynamics, well-developed political acumen, and an understanding of the complexities of decision making in the public sector.
