**Function**:
This position will provide health and safety oversight, leadership and direction to a multi-functional project delivery team. The Health & Safety Coordinator
- Specialist is expected to build upon existing corporate processes and industry best practices to continue to ensure proper Health, Safety, Security and Emergency Response performance through the various phases of major projects. The incumbent will have a level of authority required for day-to-day decision-making. In fulfilling this mandate, the incumbent is expected to liaise extensively with the department, program and project managers, contractors, consultants, corporate safety department, the execution teams and functional managers to ensure their full awareness of health, safety and security requirements. Working within a project-setting, this position is required to lead the development of the major project departments’ safety management system as required, while ensuring strategic alignment with the corporate safety & health management system’s policies, goals and guiding principles. The Health & Safety Coordinator - Specialist shall promote the clients Safety and Health program and foster a culture promoting a “Zero Incident” mind-set, whereby all accidents are considered preventable. Working with the clients personnel, corporate safety & health functions, and contractors, the Health & Safety Coordinator - Specialist will facilitate the strive for zero harm to personnel, material and non-material assets and strong adherence to clients safety credo.

The duties and job functions of the Health & Safety Coordinator - Specialist shall include, but are not limited to, the following:

- Proactive champion of a safety culture where “Nobody Gets Hurt.” Development of programs to promote the Zero Incident Mindset within the department.
- Establish an effective organization that is able to effectively support the delivery of the Department’s initiatives safely
- Mentoring and developing of internal employees in an effort to develop safety knowledge within the company
- Lead the ongoing implementation of safety management system in compliance with local statutory and corporate requirements utilizing clients corporate processes, procedures and tools and customizing where appropriate for Major Projects requirements.
- Champion the program’s on-site Emergency Response and Management capability with a view to continuous improvement
- Monitor H&S performance of project workforce, including the performance of all contractors
- Work with contractors to implement their H&S programs aligned with the departments and corporate’s H&S management system framework
- Coordinate and direct safety studies (HAZOPs, PHAs, etc.) both internally and as appropriate, on Contractors and critical Subcontractors /Suppliers
- Assist in tracking and reporting performance metrics, including all leading and lagging indicators
- Ensure Lessons Learned are captured, communicated and reflected in ongoing work activities as appropriate in order to deliver upon the continuous improvement mindset
- Conduct regular assessments of compliance with the management system (policies, standards, safe work practices and safe work procedures) and issue assessment reports in a timely manner
- Ensure records, files, and reports are maintained in an orderly fashion
- Providing strategic advice from a safety perspective in the control of existing contracts and development of new contracting plans, strategies and commercial agreements
- Liaising with Project, Program Managers to ensure proper safety requirements are in place

**Requirements**:
**Relavant experience and requirements**:

- Extensive background (15+ years) on large engineering and construction projects with a focus on infrastructure
- Demonstrated leadership skills in developing and leading diverse work teams.
- Experience in the scoping, selection, implementation and management of a safety management system and associated processes and controls would be an asset.
- Loss prevention expertise in areas such as: process safety management, safety management system development and implementation, incident/injury prevention, ‘safety in facility’ designs, hazard identification, qualitative and quantitative risk analysis, consequence modeling, safe operating procedures and standards, behavioral safety programs, and incident investigation
- Excellent written and verbal communication skills
- Experience with large national and international construction contractors
- Experience with multiple forms of contracting including EPC, and compensation terms including unit rate, lump sum and reimbursable
- Experience working with contractors and suppliers to ensure their H&S systems meet or exceed client’s minimum requirements
- Detailed knowledge of H&S legisla
