**Position**: Temporary Manager, Recruitment, Selection & Staffing
**Salary Range**: $107,315.00 - $127,976.00 (Band 9)
**Location**: Human Resources, J.W. Singleton Education Centre
**Work Schedule**: 35 hours/week, 12 months/year
**Effective Date**: As Soon as Possible to May 31, 2025 (with strong possibility of
contract-to-permanent)
**Position Summary**:
Reporting to the Superintendent of Human Resources, the position serves as a key member of the Human Resources management and leadership team. The position is responsible for leading the staffing and recruiting team in the delivery of the Board’s talent acquisition and staffing processes. This position develops proactive strategies and builds collaborative relationships with internal and external stakeholders to develop a talent pool that meets the current and projected needs of the Board.
This position is responsible for the development of all staffing, recruiting and employee onboarding functions, plans, strategies, business processes and workflows that are in place for all employee groups, meeting all contractual and legislative requirements.
The HDSB recently introduced a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.
**Key Responsibilities**:
Leads a team of five Staffing & Recruiting Officers
Forecasts, develops, implements and maintains the Board’s staffing and recruitment processes and operations ensuring:
compliance with collective agreements and all relevant labour and employment legislation and regulations.
high-level of service to staff and hiring managers and the ability to attract and manage a large applicant pool.
service optimization by implementing and/or refining processes and implementing technology where possible.
Leads the development, analysis and implementation of onboarding and orientation strategies for new staff. Incorporates new technology, resource information and communications strategies to enable new employees to effectively navigate Board resources.
Advises senior administration/managers/principals/supervisors on the staffing and recruitment processes and operations as outlined in the respective collective agreements/terms and conditions of employment and Board administrative policies/procedures.
Leads the development of interview guides, questions and assessment tools and trains hiring managers on effective, objective and equitable interviewing and recruitment practices.
Manages a centralized student teacher practicum placement process maximizing leadership opportunities for HDSB teachers and increasing the number of HDSB student teachers who complete their teaching practicums in Halton resulting in:
positive relationships with student teachers;
ready talent pool of HDSB trained teachers upon graduation.
In collaboration with the School Programs team, oversees the development, accreditation and implementation of advanced teacher qualification courses to build staff capacity
Serve as HDSB Registrar for OCT AQ program(s);
Lead the HDSB’s Teacher Education Advisory Committee;
Recruit course developers and facilitators to create HDSB specific programs;
Obtain accreditation by the Ontario College of Teachers;
Market program and register students
Submit course completion to the OCT
Research and implement technology solutions to build efficient hiring processes, reduce time to hire and increase service levels to hiring managers and applicants (i.e. use of Google Meet, Interview Stream, DocuSign software).
Collection and analysis of job applicant voluntary self-identification data.
**Minimum Qualifications**:
University Degree in the area of Business, Human Resources or related field
Eight years of progressive experience in staffing and recruitment
CHRL designation
Knowledge of relevant employment legislations and regulations, such as the Employment Standards Act, Education Act, Employment Equity Act, Ontario Human Rights Code, PPM 165, Accessibility for Ontarians with Disability Act, Ontario College of Teacher Act, School Board Teacher Hiring Practices and other applicable legislation.
**Preferred Qualifications**:
Comprehensive knowledge of recruitment, selection and onboarding best practices, standards, policy development, workforce planning, job analysis and evaluation, development of selection tools, orientation systems, budget and position control systems and HRIS
Three years of experience in staffing and recruiting in a unionized environment
Registered Professional Recruiter (RPR)
