**The Role**
- Performs condition assessments of roadway infrastructure assets to support the development of the Transportation Capital Program. Develops asset priority ranking and needs analysis. Administers infrastructure asset maintenance contracts for projects. Maintains and develops transportation asset data and system. Assists with the Asset Management Plan.
**Duties/Responsibilities**
- Collects transportation asset condition data through various sources, including detailed visual inspections of bridge and culvert structures, roads, and other infrastructure elements (e.g., storm water drainage systems, noise/retaining walls, fences, railway crossings).
- Maintains transportation data in the asset management system and other integrated/related corporate systems. Updates data using data sources and information from staff and external agencies.
- Estimates and documents future deterioration of transportation assets based on failure modes. Conducts risk analysis, including determination of probability and consequence of failure.
- Assists with the development of the Transportation Capital Program (TCP) and related projects. Recommends projects for the 10 year TCP including preliminary scope, schedule, and budget. Applies lifecycle cost analysis and outlines capital strategies (e.g., expansion, upgrade, replace/refurbish), estimated timing and cost, and reviews with stakeholders. Assists with the development of long term investment and funding plans.
- Develops short term maintenance needs for transportation infrastructure assets and coordinates implementation with departmental staff. Monitors and updates work progress and completion.
- Analyzes and manipulates data to create maps, reports, tables/charts, graphs, presentations, work flow documents, and data exports. Provides information and assists with annual updates to reports and plans, including the Asset Management Plan. Responds to data requests from staff and external agencies.
- Develops and maintains system procedures, user manuals, and training materials for data management and systems. Provides user support to divisional/departmental staff.
- Defines/documents requirements for new/upgraded software systems, including integration with other software systems (e.g., Geographic Information System (GIS), Work Management System (WMS), Capital Programming Software, Decision Support Tools).
- Administers consultant contracts (e.g., asset inspections, engineering investigations, systems).
- Assists in the maintenance of asset management software and mobile technology. Recommends improvements to hardware, software, equipment and data acquisition.
- Participates on project teams related to asset management system and capital projects.
- Provides information to provincial bodies, municipalities, and special interest groups regarding transportation asset administration, benchmarking, performance measurements, and best practices.
- Performs related duties as assigned.
**Knowledge, Skills, and Abilities**
- Knowledge of engineering, inspection and construction methods, data analysis, and database/asset management systems, acquired through a 3-year degree/diploma in Civil Engineering or related field, plus 3 years of related experience.
- Eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) at the Technologist Level.
