The Manager, Resource Planning - Cargo is responsible for Workforce Planning and employee administration activities stations within the region in support of safely delivering the customer experience while achieving operational and financial objectives. The incumbent provides leadership for all direct staff, in supporting their responsibilities and metrics assuring Air Canada as the airline of choice and maintains a strong partnership with the safety organization.
**Role and responsibilities**
- Assumes the leadership of Workforce Planning and employee administrative functions for Cargo within Canada and supporting other regions
- Determines Cargo Workforce Planning design, processes, procedures, tools, roles & responsibilities, and metrics.
- Approves branches Workforce Planning material, human and financial resources allocation.
- Ensures that region/station's workforce plans are aligned with corporate/branch/regional strategies, safety and business plans, policies, organizational structure, goals, responsibilities, and metrics.
- Ensures team members share a common understanding and commitment to Air Canada corporate, branch and local goals.
- Anticipates, identifies and resolves service and operational problems, with a results-oriented approach to safety, security and performance.
- Interfaces with other branches and departments to meet cargo customer experience, operational and financial objectives.
- Participates in health and safety for the region/stations. Where audit activities have revealed vulnerabilities related to Workforce Planning, ensures identification and addressing of root cause and implementation of corrective measures to address root cause.
- Ensures compliance with the standards of IOSA, SMS and other applicable authorities and regulators.
- Ensures that adequate human resources are made available and appropriately allocated in support of all corporate safety, security, environmental, quality, SIMS, branch and business unit, and occupational safety and health objectives.
- Collaborate with the Labour Relations in the management of reliability, providing case documents and assisting in labour arbitrations as required.
- Main contact for the branch to receive network changes and to ensure the station can react to such changes from a workforce perspective.
- Provides accurate and updated network changes/information to operational management including changes to staff requirements.
- Works with operational management to proactively respond to changing staffing requirements.
- Responsible for the completion and accuracy of employee time exceptions and to liaise with Air Canada HR to communicate employee status and schedules.
- Implements and monitors workforce planning metrics to align with business requirements.
- Maintain and Monitor overtime, absenteeism, and injury reporting throughout Canada in current software system.
- Develop effective strategies for all employee reliability programs through data analysis, workplace culture and effective management, with the intended outcome of improving employee efficiency and reducing overall costs.
- Lead the development and production of employee shift rosters and identification of anticipated staffing issues.
- Responsible for creation and planning of seasonal manpower plans.
- Responsible for the day-to-day operation of workforce planning teams in Canada.
- Responsible to prepare and implement new shift schedules/bids.
- Responsible for all communication between the region/station and Employee Services for all matters relating to employee schedules, time exceptions and pay discrepancies.
- Main contact/liaison to Air Canada Talent Acquisition for all recruitment activities within the region/stations.
- Responsible for regular dialogue and communication with Labour Relations to ensure all employee movements (transfers, recalls, etc.) are conducted in accordance with the applicable collective agreement.
- Executes effective management of Workforce Planning activities within the branch.
- Establishes and maintains a professional relationship with representative union(s).
**Qualifications**
- Extensive management experience in an operations environment.
- Must have a solid operational track record leading, motivating and coaching a management team to success.
- Strong analytical, organizational and planning skills with an aptitude for precision and ability to create and achieve a vision.
- Strong leadership and conflict resolution skills.
- Excellent interpersonal, communication and problem-solving skills.
- Ability to meet deadlines, work under pressure and achieve multiple objectives.
