**Position Summary**:
Reporting to the Manager, Energy, Conservation and High Voltage this position is responsible for maintaining the metering and sub-metering systems including the collection of data for utility recoveries, repair and recertifying meters. This role is also responsible for reviewing all new tenant requests for new meter installations.
**Key Accountabilities**:
- Access, read and maintain electrical, water, natural gas and btu sub-meters to the standards required for revenue grade and non-revenue grade utility meters and sub-meters
- Ensures meters are properly calibrated and the functionality of remote monitoring and verify bulk utility meter readings
- Ensures design and configuration of metering, SCADA and energy management systems, including hardware, software, communications
- Develop and maintain GTAA Utilities metering system and ensures a uniform process for all utilities
- Maintain and update the GTAA sub-metering policy document
- Coordinate with Finance and Concessions to ensure tenants are billed, outstanding billing issues are addressed and metering data is collected and prepared to set-up invoices to meet billing requirements
- Investigate and resolve Tenant, Finance and Concession’s queries, potential new utility revenue streams, customer charge increases with regards to sub-metering and billing
- Coordinate with contractors at work areas to inspect to ensure quality control on work for completion and conformance to specifications
- Ensures meters are commissioned to verify proper operation and implementation into master meter listing and billing system
- Support inventory management activities, including processing field returns, adding records to database, inventory counts and physical handling of equipment
**Qualifications**:
- Post-secondary education and/or Electrical Metering Technician certificate or similar
- Experience with installation and maintenance of remotely monitored revenue grade and revenue Canada certified utility meters
- Experience with Microsoft software such as Word and advanced Excel (or similar) skills
- Experience in compiling written reports
- Experience with trouble shooting Electrical systems, meter communications and download metering data
- Able to obtain a D/A AVOP license within thirty (30) days of appointment to the position
- Able to obtain and retain Transportation Security Clearance at the designated level for the position
**Knowledge, Skills and Abilities**:
- Knowledge of Electrical, Natural Gas, Water and BTU systems and interfacing with metering system
- Ability to trouble shooting meters to restore interrupted utility service
- Knowledge of electrical systems trouble shooting
- Knowledge of sub-metering and custody transfer (billing) and Weights and Measurements regulatory requirements.
- Ability to develop and maintain meter database and Utility Sub-metering system and process.
- Knowledge of Program Programmable Logic Controllers (PLC’s), Program Human Machine interfaces (HMI’s)
- Knowledge in network technologies, communication protocols and applicable hardware and software products
- Knowledge using manufacturers software programs, automated test systems and relational database systems
- Ability to communicate with trades, tenants, service companies and GTAA departments, and be able to coordinate and solicit cooperation
