To lead and oversee a centralized custodial service delivery model, ensuring efficiency and effectiveness of custodial services across city properties. To develop and implement corporate wide custodial standards and practices, aligned to industry standards and legislative requirements, ensuring a high standard of cleanliness across city properties. To manage a team of over 300 in-house staff and over 100 outsourced custodial professionals, ensuring custodial staff meet established guidelines and outputs for clean and safe building environments
**Major Responsibilities**:
Reporting to the Director of Facilities Management, the Manager, Facilities Management, Custodial Services is responsible for managing a team of custodial professionals to deliver a robust and standardized custodial program for designated clients and properties in the City. The Custodial Manager will be responsible to implement and ensure a high standard of cleanliness, through the creation, implementation and ongoing oversight of custodial standards, which are in alignment with industry standards, to service designated City facilities. The Custodial Manager will be accountable for the activities of the custodial staff ensuring that they meet the established guidelines and outputs for clean and safe building environments throughout the portfolio.
- Leads and oversees a centralized custodial service delivery model to oversee the standardization of in-house and outsourced cleaning services across city properties, in alignment with industry best practices and legislative requirements.
- Develops and implements long and short-term strategies, policies, procedures and standards related to custodial service delivery to improve service delivery and meet divisional objectives.
- Manages a large, diverse group of unionized and non-unionized custodial staff, full-time/part-time employees and contracted staff. Oversees the recruitment, selection, performance management, deployment, and professional development plans.
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Guides the planning, and day-to-day direction of Facilities custodial services to ensure that all facilities are properly set-up, cleaned and maintained as per the scope of work.
- Promotes organizational teamwork, participative management, excellent customer service and collaborative problem solving to build team culture and add value to service delivery.
- Mentors and provides support to the Supervisors to ensure compliance with and a thorough understanding of the Collective Agreements covering unionized City workers (CUPE Locals 416 and 79); and Provincial Collective Agreements covering certified Trades staff and corporate and divisional policies, procedures and guidelines, and City by-laws.
- Develops, recommends and administers the annual budget for the unit, in close coordination with other Corporate Real Estate Management (CREM) service lines, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Works collaboratively and in conjunction with the Corporate Employee Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.
- Oversees contracted cleaning services working closely with vendor management to ensure client concerns are addressed in a timely manner and quality assurance standards are met.
