As the **Manager, Strategic Services**

**You Will**:

- Provide strategic and operational leadership through a positive, proactive, engaging, and people-first leadership style, achieved through effective coaching, advising, mentoring, and support of ongoing professional development of the team;
- Provide oversight for the entire project portfolio of the Strategic Services Branch;
- Establish performance criteria, conducts employee performance evaluations, and reviews overall performance of the team;
- Foster a positive, supportive, and collaborative team approach, manages conflict, and addresses disciplinary issues as needed;
- Lead projects, oversees development of Project Charter and the work plans of project team members, monitors work completion deadlines and ongoing project communication. Provide ongoing guidance and advice to members, Senior Leaders, SMEs and consultants;
- Manage staff priorities to ensure the timely provision of evidence-based data and analytics to Police Services Board, Senior Leaders, Mid-Leaders and other member as applicable;
- Support the Office of the Chief of Police with the annual Service budget proposal;
- For special projects, as needed, prepares Request For Proposal, scores and selects vendor, liaises with vendor on behalf of WRPS, provides organizational context and information, manages projected expenditures, and presents recommendations;
- Oversee Policy and Procedure Development Unit, ensuring compliance with Service’s Directive System, reviewing and signing off on policy and procedural revisions during final approval stages, and recommending solutions for navigating more complex issues;
- Provide consultation to the Office of the Chief of Police on complex issues pertaining to Strategic Services;
- Represent WRPS at various public, stakeholder, and internal meetings and represent WRPS senior leadership on community Boards, community committees, and/or OACP/CACP committees;
- Act as liaison for academic partnerships with various post-secondary institutions; and prepare MOUs in conjunction with the Legal Services branch. Make recommendations to Chief of Police on research requests that meet Service’s strategic direction and return on investment;
- Ensure on-time project delivery in accordance with the Service’s prioritized project portfolio. Responsible for project plans, budgets, stakeholders, financial analysis, timelines, and communication;
- Provide input to the Office of the Chief of Police regarding recommendations for the development of new and existing programs, policies, procedures, and protocols to drive continual Service-wide improvement. Manage organizational/strategic feedback from surveys, informal feedback, etc. for continuous service improvement, and provides statistical reports as required;
- Identify opportunities for new, innovative initiatives and practices for strategic organizational growth;
- Monitor and assess the effectiveness of the Service’s Strategic Plan and WRPS initiatives against quantifiable, measurable goals; and
- Performs any other related duties as assigned_._

**You Have**:

- Comprehensive knowledge of advanced project management strategies and/or effective strategic planning principles;
- Successful completion of a Bachelor’s degree in Planning, Social Sciences, Business, Public Administration, or related field required. Attainment of Master’s degree is preferred;
- Five (5) years’ relevant experience with project management and strategic planning required, ideally both public and private sector; an equivalent combination of education and experience may be considered;
- Three (3) years’ of experience managing and supervising staff and/or overseeing consultants and external contractors is preferred; public sector experience in a unionized environment is considered an asset;
- Attainment of a Project Management Professional (PMP) designation is preferred;
- Proven organizational, multi-tasking, time management, planning, and project management skills;
- Strong political and organizational acuity; with the ability to read, interpret, and remain current on all applicable legislation, regulations, and/or police practices;
- Creative and innovative thinker with a record of success in planning and managing strategic and operational projects and programs from inception to completion and delivered on target;
- Exceptional listening skills; must be able to grasp and art
