**Position Summary**:
Reporting to the Manager of Budget, the Budget Specialist is responsible for coordinating the development of the Board’s annual budget and financial reporting related to salaries and benefits. This includes reporting and variance analysis at all Ministry reporting cycles (Estimates, Revised Estimates, and Financial Statements), as well as interim reporting to the Board. The Budget Specialist is also responsible for the staffing entitlement calculations and the tracking of various non-teaching employee groups.

The HDSB recently introduced a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.

**Key Responsibilities**:
Develop the Salaries and Benefits budget for Ministry submissions at Estimates and Revised Estimates

Use Human Resources Information System to extract information, run reports, and query employee data

Prepare and upload base information from Human Resources Information System to Budget Software

Calculate staffing entitlements and track non-teaching employee groups

Calculate overall staffing complement based on Ministry regulations, Administrative Council approval of speciality staff, and projection of student enrolment

Project budget variances for Board interim reporting and summarize variances for Financial Statements

Use actual expenses to date to project cost of current staff to identify any significant variances

Year End Accounting and reporting for salaries and benefits

Complete Ministry grant and staffing reports in Ministry Education FInance Information System (EFIS)

For Estimates, Revised Estimates and Projection reporting, estimate teacher experience and qualifications to determine grant eligibility

Provide salary and benefits costings for new staffing requests, funding proposals, or Union reporting requirements

Calculate actual costs of staff seconded to Ministry or other organization and prepare billing information

Coordinate and ensure budget availability for job requisitions prior to Human Resource postings

**Qualifications**:
**Minimum Requirements Required**:
Bachelor’s Degree in Business/Finance/ Accounting

Accredited Accounting Designation (CPA)

Minimum 5 years of financial analytical experience

Excellent knowledge of Financial Information Systems

Proficient Excel skills and ability to work with large data sets

Excellent communication and spreadsheet skills

**Preferred Requirements Required**:
8 years of financial analytical experience in the public education sector

Advanced technical computer skills including report and query writing

Familiarity with SparkRock NAV, Questica, and/or iSYS Works
