**Summary**

The Department of National Defence is seeking an Intermediate Procurement Specialist to provide monitoring of usage of materiel, providing recommendation to the Technical Authority (TA) about distribution, disposal, and repair forecasts; monitoring usage of materiel and adjust the disposition of the materiel; and other material management tasks.

**Responsibilities**
- Planning and coordinating procurement activities including financial estimates, business requirements and contracting options (project procurement management, cost and estimate Management, sole source versus RFP process,)
- Providing briefings on progress and concerns of procurement (Contract process management)
- Planning, coordinating, preparing and controlling documentation for procurement plan and process, depending on method of procurement
- Preparing, reviewing and/or finalizing Statement of Work for potential procurement
- Preparing draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement
- Developing, planning, analyzing, evaluating and prioritizing deliverables and requirements (Bid evaluation)
- Monitoring the implementation and operations of the contract against established goals, objectives and milestones
- Reporting progress of the contract on an ongoing basis and at scheduled points in the lifecycle
- Identifying potential problems and propose solutions
- Ensuring management staff is provided with timely and accurate procurement information and status updates
- Developing and implementing procurement control, monitoring of system contract delivery and continuing service delivery and reporting procedures and managing changes
- Leading or participating in negotiations and developing procurement process and/or business process maps
- Developing procurement strategies - for the acquisition of a product or service - that lays out a mechanism to engage with industry and conduct a competition and procurement in line with legislative requirements and organizational policies; and
- Producing evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities. Performing the annual review of the repair data on the SNAPS with the Technical Authority; and
- Providing recommendation to the Technical Authority about distribution, disposal and repair forecasts; via an annual check of all material under the Technical Authority’s authority.

**Mandatories**
- Minimum one (5) year experience using an Entreprise Resource Management System ( e.g. SAP, DRMIS)
- Minimum five (5) years’ experience provide the following Material Management Activities:

- Material requirement planning
- Inventory management
- Supply chain management
- Preparing inventory reports
- Maintaining stock levels
- Monitoring annual historical stock usage trends
- Must hold a Controlled Good program
- Must hold a Secret Clearance

**Assets**
- University degree in a relevant field
- Relevant Professional certification

**Job Types**: Fixed term contract, Full-time
Contract length: 24 months

**Salary**: $15.00-$100.00 per hour
