**Job Description**:
***:Under the general supervision of the Director, and a member of the Divisional Management Team, the Plant Superintendent is responsible for managing the human and financial resources of the Water Pollution Control Plant and Stations Section (through section supervisors); overseeing the operation and maintenance activities of the wastewater treatment facility and pumping stations; providing technical expertise for wastewater treatment process technologies; and overseeing the management of large projects and contracts within the Section.
**DIVISIONAL RESPONSIBILITIES**:
- Participates as a member of the Environment Division management team by providing input into Divisional organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Divisional policies, strategic initiatives, projects, and priorities.
**MAJOR RESPONSIBILITIES**:
- Directs the supervision, operation, maintenance, asset management and administration of the Plant, associated pumping stations, and onsite collection system in routine and emergency situations.
- Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
- Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions.
- Sets priorities for asset renewal and oversees the management capital contracts within the Sections through co-ordination with consultants, other divisions and management.
- Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, consultants, contractors, regulatory agencies and the general public; maintains appropriate media relations on issues relating to the Plant.
- Develops annual operating and capital budgets for the Section; including the preparation of the capital budget; develops sectional operational budgets, prepares variance reports and monitors expenses for budget compliance.
- Ensures that plans, procedures, standards, safety precautions and rules are put in place and staff work in compliance with all related Provincial, Federal and Corporate regulations, requirements and policies.
- Arranges for insurance, equipment, procedures and controls to be in place to protect the Municipality from civil liabilities.
- Prepares and verifies record keeping, drawings and reporting requirements are maintained in compliance with all related regulations, requirements and policies.
- Promotes and oversees the development of work practices, training programs and staff involvement, to manage worker safety, efficiency, employee development and fair working conditions.
- Monitors professional and technical staff training and development needs to ensure qualifications, technical skills and knowledge of related legislation/regulation remain current.
- Conducts risk assessments on facility operations and infrastructure and implements risk reduction strategies.
- Designated as Overall Responsible Operator for the Wastewater Treatment System and participates in the on-call duties in accordance with wastewater collection system emergency response protocols.
- Participates on committees and cross-functional teams as appropriate; participates with other sections/departments and municipalities for the overall development of best practices.
- Researches, prepares, and presents monthly and annual technical reports for the Ministry of the Environment (MOE).
- Performs other duties as may be assigned.
