**Brief Overview**:
- The primary responsibility of the Director of Intergovernmental Relations is to represent the interests and provide a voice for MN-S citizens in intergovernmental affairs. The Director of Intergovernmental Relations provides strategic policy direction as it relates to international systems, the federal government, Indigenous organizations, Métis governments and the Métis National Council (MNC).This position also provides high-level strategic support to the Executive Director of Public Affairs and Communications in planning, executing, and ensuring that the priorities of MN-S in the intergovernmental relations areas are successfully implemented. In addition, the Director of Intergovernmental Relations leverages their experience and knowledge to build a strong network of partnerships across multiple sectors, provincially, nationally, and internationally, that are aligned with and support the MN-S’ strategic priorities.**Key Responsibilities**:
- Lead and provide expert input and advice on short and long-term strategic plans that align with the organization’s stated goals, objectives, and vision in the areas of intergovernmental relations.
- Support and advocate for MN-S priorities through the Permanent Bilateral Mechanism (PBM) to advance the relationship with the Federal government, identify joint priorities and co-develop policy.
- Actively support Canada-MN-S relations, including the strategic advancement of MN-S self-government.
- Oversee provincial and federal policy strategy and elevate key leverage points to the Executive Director of Public Affairs and Communications.
- Negotiate contracts and contribution agreements with provincial and federal governments that are aligned with Mn-S priorities.
- Develop and implement effective policies, procedures and processes that are aligned with the overall strategic plan.
- Analyze and review proposed legislation at the provincial and federal level to determine the potential impact of the legislation on the MN-S; propose responses and prepare position papers and briefing notes for senior management and elected officials.
- Advocate for MN-S positions on federal and provincial regulations, and in conjunction with the Executive Director for Public Affairs and Communications, communicate these positions to Senior Management and Elected Officials.
- Coordinate and provide support and expertise to internal government meetings and support initiatives that strengthen Métis democracy and governance reform.
- Support the development of strategic and crisis communications plans in collaboration with other MNC departments ensuring that they are comprehensive and actionable.
- Provide regular feedback and reports to the Executive Director of Public Affairs and Communications on the status of key deliverables, identify potential issues facing the organization and proactively provide informed and sound solutions.
- Develop robust metrics to track organizational strategic objectives; monitor the effectiveness of the metrics to provide relevant and timely data to the organization’s decision-makers.
- Build alliances and partnerships with strategic external stakeholders including government representatives, organizations, and funders to advance MN-S strategic goals and objectives.
- Attend and participate fully in conferences, forums and other venues that amplify the MN-S voice to a provincial, national, and worldwide audience.
**Qualifications**:
- Bachelor’s degree in a related field and/or a minimum of 10 years of progressively related experience.
- Extensive experience working with and lobbying government agencies, elected representatives, and committees at a national and international level as well as knowledge of the overall functioning of government.
- Highly developed interpersonal negotiating skills as well as the ability to build strong relationships, resolve grievances and conflicts, and positively manage interpersonal relationships with a variety of stakeholders.
**Knowledge and Skills**:
- Successful financial negotiating skills and an ability to work with government and non-government agencies to secure the best funding outcomes on behalf of the organization.
- Strong problem-solving skills and the ability to identify strengths and weaknesses and recommend areas for improvement and growth.
- Ability to manage multiple projects and teams simultaneously and adjust to frequently changing demands.
- Analytical ability to quickly synthesize complex information and situations and provide timely advice and appropriate solutions in the best interests of the MN-S.
